Job Title: Grants Fund Officer (GFO)

Location:  Aden, Yemen

PROGRAM SUMMARY

Yemen Communities Stronger Together (YCST) is a multi-year community-led program funded by the United States Agency for International Development (USAID) and implemented by Global Communities. YCST focuses on supporting local initiatives that mitigate conflict, strengthen social cohesion, promote the peaceful resolution of differences and, where feasible, capitalize on stabilization opportunities in the Yemeni governorates of Abyan, Aden, Hadramout, Lahj, and Taiz. The program also carries out regular and action-oriented learning and contextual analysis across all interventions to support adaptive management and enhanced outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Grants Fund Officer will support the Grants Fund Specialist to manage and resolve all issues related to subaward management. S/He will monitor subawards and ensure that implementing sub-partners are compliant with USAID rules and regulations. In addition, this role will work closely with YCST program teams during implementation and closeout of subgrants/subawards. The Grants Fund Officer, in collaboration with the Grants Fund Specialist, will advise sub-partners and YCST staff on contractual obligations and grant issues, USAID regulations, and Global Communities internal policies and procedures that are related to subaward management and risk mitigation.

The Grants Fund Officer is responsible for the following:

  1. Assist the Grants Fund Specialist in developing funding instruments (e.g., Requests for Application (RFAs)) for potential grantees, whenever needed, and in managing the grant application review, approval, implementation, and close out processes.
  2. Support the Grants Fund Specialist to ensure that grant activities are in compliance with USAID regulations, the YCST program objectives, and Global Communities’ internal policies and procedures.
  3. Maintain the grants archiving system for all subawards files.
  4. Coordinate closely with the Grants Fund Specialist to ensure that grant activities are in line with the YCST implementation plan.
  5. Keep close coordination with the Grants Fund Specialist on all matters related to grants and contracts within the YCST grants program.
  6. Receive and review financial reports, monitor accruals and expenditures, process payment requests, and monitor incremental funding as applicable.
  7. Review sub-awardees’ advance and liquidation requests, and coordinate with the finance team for processing.
  8. Support sub-awardees in implementing the program activities and provide guidance to maintain and monitor grant assets and inventory.
  9. Monitor grant activities during implementation to ensure on-time and high-quality delivery of goods and services; provide continuous assessments of grantee performance against project objectives, and keep continued reporting to Grants Fund Specialist.
  10. Provide solid advice to sub-awardees on audit requirements. Develop, manage, and monitor subaward.
  11. Perform other tasks as assigned by the Grants Fund Specialist and/or Grants Manager.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of USAID rules and regulations, including ADS 303, is preferable.
  • Demonstrated ability to form effective and productive relationships with stakeholder counterparts in order to achieve program objectives is preferable.
  • High degree of accuracy and very strong attention to detail.
  • Solid understanding the full grant life cycle.
  • Demonstrated ability to work with communities, civil society, and the local government.
  • Fluency in oral and written English and Arabic required.
  • Excellent written and verbal communication skills required.
  • Travel to YCST targeted governorates outside of Aden may be required.

EDUCATION AND QUALIFICATIONS

  • Bachelor’s degree required. Bachelor’s degree in Accounting, Finance, or Business Administration is highly preferred.
  • At least two (2) years of work experience in similar donor-funded programs managing subawards and finances related to humanitarian aid or development programs. Project management and M&E experience is desirable, but not required.

WORKING CONDITIONS

Normal office environment, however, due to the nature of activities and areas where we operate, work below normal/difficult working/travel/accommodation conditions may be required. Able to work on a computer and operate a keyboard, for extended periods of time. Able to work out of office location, at times at odd hours.

DURATION

From June, 2021 – until March 15, 2022.
