OBJECTIVES OF THE PROGRAMME
The Emergency Human Capital Project supported by the World Bank aims to provide essential health, nutrition, water, and sanitation services to the population of Yemen. It is implemented by WHO, UNICEF and UNOPS. The project activities include providing support to around 100 hospitals in Yemen, including monthly provision of fuel, as well as procurement of essential supplies in line with the Project Procurement Strategy for Development (PPSD) and project procurement plan.

DESCRIPTION OF DUTIES

1.    Monitor the procurement and distribution of supplies, purchased under World-Bank-funded projects, including equipment, consumables, medicines, and fuel.
2.    Coordinate the monthly distribution of supplies and fuel to around 100 health facilities in collaboration with the authorities and fuel supply service providers.
3.    Ensure monitoring mechanisms are available and functioning in line with donor agreements. Adjust the quantities of fuel and supplies in line with monitoring findings and based on consultation with the Project Management Unit team, the authorities, and other stakeholders.
4.    Update the Environmental and Social Management Plan for diesel fuel supply, the PPSD, project procurement plans, and other project documents when necessary.
5.    Improve tools and indicators for supply monitoring and management internally in line with donor agreements.
6.    Provide technical advice to the authorities, facilities, and partners to enhance shared systems for supply monitoring related to the project.
7.    Ensure environmental and social safeguards in all procurement and distribution activities, including forced labor declarations for any solar procurements.
8.    Work with other units in the Country Office, across the different levels of WHO, and with partners to improve efficiency, and identify and implement innovative approaches to enhance procurement and logistics in line with the evolving needs in Yemen.
9.    Be responsible for technical reporting to the World Bank on WHO procurements and distribution.
10.    Respond and take timely action on relevant findings of third-party monitoring agencies, WHO internal monitoring and evaluation teams, and other sources to ensure quality procurement and distribution of supplies in WHO activities.

REQUIRED QUALIFICATIONS

Education

  • Essential: Bachelor’s degree in supply chain management and procurement, or pharmacy or a related field.
  • Desirable: Training in supply chain management, procurement or other related areas.

Experience

  • Essential: At least two years of experience in supply chain monitoring and management or procurement of essential supplies focusing on essential health commodities, specifically within health emergency operations.
  • Desirable: Practical experience applying donor or UN requirements for procurement in fragile or conflict affected contexts.

Skills

  • Thorough knowledge and understanding of essential health commodities, supply chain monitoring, procurement or related areas.
  • Excellent organizational and programme management skills.
  • Proven skills in dealing with difficult situations and ability to communicate with different stakeholders in satisfactory ways.
  • Sound knowledge of WHO and or other UN Agencies' rules, manuals, practices, and procedures is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 41,349 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
