The Program/Department Summary

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management, and facilities & office management. It is committed to implementing and maintaining the highest standards of efficiency and integrity in support and services for successful program implementation.

The Position Summary

The Procurement Coordinator is a critical member of the country mission with supervisory and managerial responsibility. Reporting directly to the Operations Manager, the Procurement Coordinator is responsible for overseeing the procurement aspects of Mercy Corps' logistic operation. They work closely with Program, Administration, Finance, and Logistics teams to provide instrumental support for program activities in Yemen.

Essential Responsibilities

Procurement and Contract Management:

  • Coordinate Mercy Corps' procurement activities according to the Field Procurement Policies and Procedures, SOPs, and donor rules & regulations.
  • Act as Head of Procurement in the country program.
  • Ensure efficient and compliant support from the procurement department to the programs.
  • Interact with contractors in coordination with Program and stakeholder Managers.
  • Ensure completion of required documentation of supplies and transactions to standards.
  • Prepare status reports on deliveries and assist in maintaining procurement files.
  • Coordinate with the Warehouse on item delivery, storage, and transfer to field sites.
  • Enforce proper use of procurement ceilings and approval procedures.
  • Participate in management meetings and collaborate closely with Program and Finance Management across Mercy Corps Yemen.
  • Define country strategy for all purchases through tenders and contract management and administration.
  • Draft and improve tenders and contracts, strengthen accountability by suppliers and Mercy Corps.
  • Manage tender packages, public advertisement, tender committee organization, and contract drafting.
  • Provide purchase status reports and support program activities.
  • Advise and support the development and integration of procurement systems.
  • Lead the strategic direction and development of the procurement unit.
  • Facilitate and lead the procurement planning process for high-value programs.
  • Provide training and ensure smooth introduction of procurement systems.
  • Establish a strategic direction for procurement systems in pursuit of quality and accountability.
  • Integrate procurement systems and processes in all Mercy Corps Yemen offices.
  • Ensure quick implementation and coordination with SCHAMCHA authorities for Tender bid openings.
  • Uphold professional and personal conduct that brings credit to Mercy Corps and supports its mission.

Team Management:

  • Design a robust onboarding orientation and training program for procurement staff.
  • Foster a work environment of mutual respect and excellence.
  • Promote accountability and provide constructive feedback through performance reviews.
  • Contribute to team-building efforts and decision-making processes.

Organizational Learning

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support efforts toward accountability, including program participants, community partners, other stakeholders, and international standards guiding relief and development work. We actively engage communities as equal partners in project design, monitoring, and evaluation.

Minimum Qualification & Transferable Skills

  • Degree in a relevant business field or professional procurement qualification desired
  • Minimum 3 years of experience in procurement management at a large scale
  • Strong organizational skills and ability to interact effectively with international and national personnel
  • Excellent oral and written English skills
  • High level of computer skills in MS Office programs
  • Ability to multi-task and process information efficiently
  • Clear understanding of procurement ethics and donor compliance

Success Factors

The successful Procurement Coordinator will demonstrate problem-solving skills and the ability to deliver successful programs while ensuring excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel in both managerial and training capacities. The ability to multitask, meet deadlines, and process information to support changing program activities is essential. Effective written and verbal communication, commitment to teamwork, and accountability are qualities of successful Mercy Corps staff members.

Living Conditions / Environmental Conditions

The position is based in Sana'a and requires up to 40% travel to support country programs, including travel to insecure locations with limited freedom of movement and limited amenities.
