Job Description

Job Title: Education Officer (engineer)

Duration: 6 months 

Location: Alabr, Hadhramout

Reporting to: Project Manager

Deadline of submission:  2nd of October 2022.

Background

BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015.

General context of the Project:

The Education Officer is responsible for all the Education activities proposed Education intervention under the 1st standard allocation for the YHF 2022. These activities include managing resources, monitoring project execution, supervision, daily technical implementation, reporting to direct manager, ensuring a continuous flow of information among project team members, and assigning tasks, preparing studies and BoQ's to rehabilitate schools and WASH facilities, and ensuring proper coordination with beneficiaries, municipalities and local authorities. The position requires extensive fieldwork and movement between several worksites, in addition ensuring the quality of implementation according to the standards following closely the donor(s) requirements, the education cluster, and BCHR’s policies.

Core Functions / Responsibilities:

1.    Coordinate the implementation of the activities required for the successful completion of the Education activities under the YHF 1st SA for 2022 and in line with the set priorities.
2.    Preparing studies and BoQ's to rehabilitate schools and WASH facilities.
3.    Manage or coordinate the work of field workers or other staff members.
4.    Organize and monitor schedules for the project activities and team duties and see that deadlines are met.
5.    Contribute to the monitoring and evaluation of Education activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires and/or PRA tools.
6.    Coordinate with the relevant local authorities and communities in the target area and  Act as a liaison between   communities and the BCHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the Project Manager
7.    Help the MEAL team to monitoring and evaluating the assigned project activities in the field
8.    Work collaboratively with the project manager and team to maximize efficiencies and effectiveness
9.    Collecting data, sorting, filing and sending out project files such as reports on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly) to the concerned departments.
10.    Help to prepare the project reports and data in coordination with Project Manager.

Project Planning:

  • Develop project implementation plans including the activity plan, procurement plan.
  • Update the project implementation plans on a monthly basis to provide status of implementation of planned activities.

Project Implementation

  • Prepare procurement requests, Terms of Reference or Concept Notes for activities and follow up with relevant departments for approval.
  • Lead the implementation of education activities in the target area in line with the approved budget, log frame, project implementation plans.
  • Lead community mobilization for assessments, enrollment and other education stakeholder meetings.
  • Lead the distribution of education materials, to beneficiaries.
  • Supervise the installation of new classrooms /rehabilitation in the targeted school.
  • Supervise the training sessions and the distributions of the schools' materials.
  • Manage different campaigns such as community-based protection and COVID-19 awareness.

Requirements and Qualifications:

1.    University degree in Civil Engineering
2.    One to two years of experience in a similar field.
3.    Good in written and spoken English and Arabic.
4.    Technical background in Water and Sanitation interventions.
5.    Good knowledge of the General Context of Yemen and in particular food security issues.
6.    Good analytical and planning skills with ability to interpret the situation.
7.    Excellent communication and negotiating skills.
8.    Good computer skills.
9.    Team work skills.
10.    Resilience and the ability to work under pressure, organizing prioritization and multi-tasking skills.
11.    Problem solving with ability to work independently with a minimum of supervision.
12.    Ability to write reports and collect data.
13.    Responsibility, cooperation and take initiatives.
14.    Sensitive to gender issues and Gender Equity and Diversity (GED) principles.
15.    Good understanding of complex emergencies
16.    Flexible and creative.
