Job Description

HUMANITARIAN ACCESS & SECURITY OFFICER 

Based in Mokha

General mission

Reporting to the Humanitarian Access and Security Manager, the HAS Officer facilitates humanitarian access to project areas and the day-to-day security management of Humanity & Inclusion operations in the defined area(s). 

Missions / Responsibilities 

Mission 1: OPERATIONAL IMPLEMENTATION 

Responsibility 1-1: Gathers and analyses information on humanitarian access and security and disseminates it to the teams in order to anticipate and prevent potential risks to the implementation of HI’s humanitarian assistance.

  • Organises a network of resource people to gather information on access and security in the geographical areas of intervention;
  • Gathers and analyses information concerning the context, access and key players;
  • Disseminates this information to different actors in an appropriate manner;
  • Participates in and represents HI at meetings and other formal and informal events organized on the subject of security and humanitarian access;
  • Maintains a database and maps events occurring in the country that affect security and humanitarian access;

Responsibility 1-2: Contributes to the management of the teams’ operational security.    

  • Strengthens the acceptance of HI in its geographical areas of intervention, e.g., maintains good relations with the local communities;
  • Participates in the drafting of security documents:
    • Proposes risk analysis grids derived from workshops with field teams;
    • Proposes updates to the security plan, SOP, and contingency plan;
    • Participates in the implementation of and ensures compliance with security procedures.      
  • As instructed by the HAS Manager, prepares and/or validates certain movements of HI personnel;
  • As instructed by the HAS Manager, supports Logistics on safety management (assessment of HI premises, emergency trunk, means of communication, etc.);
  • In support of the HAS Manager, produces analyses and recommendations with regard to security incidents; 
  • Follows up on security incident reports and systematises lessons learned exercises;
  • Contributes to exploratory missions in new areas, mainly by conducting security and humanitarian access assessments
  • Responsibility 1-3: Strengthens staff capacity in the fields of humanitarian access and security 
  • Regularly informs staff of security developments (including the potential impact on HI) by ensuring the dissemination of relevant events through HI staff information channels;
  • With the appropriate managers, identifies HI activities that are at risk, produce joint analyses to bring these risks down to an acceptable level, and ensure that the teams understand the operational changes;
  • Conducts security briefings for the induction of new employees and consultants;  
  • In collaboration with the HAS Manager, prepares and facilitates thematic workshops and training for HI’s employees (drivers, security guards, project staff, etc.).

Required for the function:

Qualifications: 

  • University degree or equivalent certification in risk management, international relations, or other discipline relevant to the position. 
  • Training in humanitarian access/negotiation and humanitarian security management.

Experiences: 

  • Experience in a position with security responsibilities (or equivalent)
  • Experience in humanitarian action - NGO 
  • Experience in humanitarian negotiation (depending of the location of the position)

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Mokha.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break).
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
