Vacancy Announcement for National Personnel for the German International Cooperation / Strengthening the Resilience and Participation on Local Level in Yemen – SRPL - (PN.19.1858.0-001.00) implemented by the GIZ Office Sana’a

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position:

Responsibilities

The Junior Fisheries and Aquaculture Advisor

  • assists the program initiatives to provide advisory services to cooperate with a broad range of target groups
  • supports component III according to its objective and indicators, plan of operations, and consultations with the Program Components Manager (PCM) is mainly establishing a needs assessment for the targeted communities, verifying needs from the targeted communities, and submitting the draft report (PCM)  
  • assists in the implementation of daily operational aspects of all issues related to the Fisheries activities in the target areas 
  • maintains a good flow of communication and information between all involved institutions and counterparts and GIZ
  • innovation and knowledge management and communication to a broad targeted group.

 Main Tasks  
                                                          
The Junior Fisheries and Aquaculture Advisor

  • works closely with the PCM on all matters related to planning, implementation, monitoring, and evaluation of the measures/interventions he/she is responsible for
  • assists the PCM in identifying locations/communities with high poverty, food insecurity, and resilience to identify, plan and implement fisheries measures/interventions e.g.: hygienic fish processing, sustainable fishing methods and improved post-harvest practices, providing training measures for male youths, and promote women’s economic autonomy
  • assists in providing guidance in handling fish in proper ways, safety mitigation measures during a fishing trip, fish processing and preservation, marketing and maintenance of boat and engine
  • facilitates planning meetings with communities for the selection of sites and beneficiaries to implement the project activities and participate in identifying needs for external support and advice
  • assists in preparing a work plan and ensures timely implementation of planned 
  • documents and make available to other beneficiaries’ best practices and success stories based on beneficiaries’ feedback and own observations from the field
  • assists in preparing progress reports and input for the M&E system according to the GIZ standards
  • contributes to drafting project proposals for the interventions identified and submitting to the PCM
  • assists in the capacity building of the CDC in the project community with a focus on hygienic fish processing, sustainable fishing methods measures, outputs/results, and sustainability
  • follows up the implementation of the measures/interventions 
  • provides new activities for aquaculture and fisheries interventions.
  • ensures cooperation, regular contact, and dialogue with partners; carries out PR work and cooperates with local fisheries associations, communities, relevant organizations, non-governmental agencies, the private sector (marketing, traders), and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • assists in liaising with local governments and other appropriate bodies to ensure smooth implementation of the measures/interventions
  • communicates local interests and efforts, forwards these, and encourages sharing ideas and information for the benefit of the project/programme 
  • maintains repeated field visits to the regions in accordance with the requirements of component III and the project
  • travels (in the region and/or abroad regularly, in accordance with project requirements
  • assists major CD measures and instruments accordingly, and assists in the development and implementation of capacity-building activities to support the fishery association in the management and maintenance of landing sites which will be built by the GIZ construction unit consultant
  • coordinates with the GIZ construction unit consultant to facilitate the construction of landing sites.
  • works closely with other members of the project team mobilizing, organizing, establishing, and strengthening Community Development Committees (CDC).
  • compiles information and ensures knowledge transfer with respect to fishery-related livelihood relevant for households in the target areas
  • draws up reports and presentation documents, both in English and Arabic
  • assists in preparing appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists with information gathering and studies on sectoral issues which benefit joint programmes.
  • performs other duties and tasks at the request of management.

Required qualifications, competences, and experience

  • university degree in fisheries
  • at least two years of professional experience (academic and in the field) in fisheries project planning and implementation,
  • firsthand experience in community-based activities – mobilization, planning, implementation, monitoring, and evaluation of fisheries and value chain activities through participatory processes.
  • fluent written and oral knowledge of English and Arabic languages is mandatory; German language would be an asset
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office, MS teams, etc.)
  • demonstrated capability to manage and coordinate implementation of fisheries development projects.
  • willingness to travel to pilot areas regularly
  • demonstrated capacity to reporting within required formats 
  • motivation to work in a team and ability to work independently 
  • ability to drive 4-Wheel vehicle with valid driving license
