Purpose

Movement Partnership Specialists under supervision of the Movement Cooperation Coordinator will contribute to ensure an effective and complementary Red Cross and Red Crescent (RCRC) Movement cooperation and response in Yemen. He/She will assist ICRC delegation in maintaining and expending operational and development partnerships with the Yemen Red Crescent Society (YRCS) and other RCRC Movement partners by optimizing impact for victims of conflict.

Accountabilities & Responsibilities 

Functional Responsibilities: 

  • Be the focal point for ICRC for all matters related to development and management of partnership with the YRCS and other RCRC Movement partners.  
  • Support and provide recommendations to Movement Cooperation Coordinator and Cooperation sub-structures on partnership priorities and management. 
  • Contribute and ensure that systems and procedures for effective partnership are applied.
  • Guide the delegation in building and strengthening of operational and development  partnerships with YRCS, while ensuring a well-coordinated approach with other RCRC Movement partners. 
  • Facilitate an effective relationship between the YRCS and ICRC aiming at equity, transparency, trust, mutual benefit and strong communication through the promotion of effective coordination mechanisms. 
  • Establish and maintain effective professional working relationships with counterparts in YRCS, all relevant RCRC Movement colleagues in Yemen.
  • Facilitate a joint formulation of the scope, objectives and action plan with an associated timetable, outcomes and expected results of the partnership. 
  • Support the overall work of the ICRC delegation in operational cooperation domain by sharing technical expertise and being liaison whenever relevant.
  • Represent the ICRC in key forums pertinent to the RCRC Movement partnership.
  • Conduct field trip all over Yemen to prepare and attend joint assessment, reinforce partnership with YRCS and contributes to National Society Capacity Building.
  • Foster collaborative and inclusive working relationships among Movement components, in line with ICRC and Movement policies, ensuring complementarity of roles and mandates.
  • Represent the ICRC, negotiate on its behalf and promote the institution and its mandate. 
  • Foster consistent and well-coordinated support to YRCS and facilitate discussions among the RCRC Movement partners on the YRCS development.
  • Contribute to management of ICRC Cooperation programmes, ensuring they are carried out in close collaboration with the RCRC Movement partners.
  • Oversee/steer operational projects implementation in line with the set modalities.
  • Participate in strategic, operational and working level meetings within the RCRC Movement coordination mechanism.
  • Facilitate and organize a joint planning session with the YRCS to ensure promotion of the inclusive planning process.

Certifications/Education Required 

  • University education or equivalent
  • Qualifications in public administration and/or management a strong asset
  • Fluent Arabic skills, excellent command of English. Other languages an asset.
  • Familiarity with Microsoft Office applications (Word, Powerpoint, Excel, Outlook).
  • Experience with International and/or humanitarian organizations 

Professional Experience Required 

  • International humanitarian work experience, with the ICRC or any other Movement component (RC/RC National Society and/or Federation); professional experience includes program management
  • Good knowledge of the General Context of Yemen 
  • Ability to establish, build and advise on partnerships and coordination within the Movement
  • Capacity building and /or organizational development experience and knowledge
  • Capacity to formulate strategies and support their implementation
  • Excellent interpersonal, communication, diplomacy and organisational skills; ability to prioritise work
  • A demonstrated ability to establish effective working relationships at all levels both internally and externally 
  • Excellent written and oral communication skills in English and Arabic 
  • Willingness to work under pressure in a multicultural team in complex and potentially dangerous environment, flexibility to travel
  • Strongly motivated by humanitarian work and by the ICRC’s mandate
  • Capable of leading a multi-cultural team
  • Ability to work in a transversal manner with a diverse team of experts (also from other ICRC domains)
  • A strong sense of accountability to affected persons
  • Fully conversant with IT tools
