BACKGROUND & PURPOSE

The combinations of poverty, population growth, and conflict have comprised significant challenges for youth in the country, especially since the beginning of conflict and is still ongoing. UNFPA Yemen is increasingly aware of the urgent actions needed to release such pressures. In this regards, UNFPA Yemen is initiating a Youth Health project under its Youth Programme in the country.
This call for professional services aims at better understanding of the youth health situation while providing evidence and basis for programmatic sound planning, including quantitative and qualitative information on policies, programmes, and youth health services (all types).

The situation analysis is intended to be a clear, elaborated document (approximately 50-70 pages) that will address the following:

  1. Examine Youth Health situation within the political, demographic, socioeconomic, educational and health system context of Yemen.
  2. Identify specific priority issues with regards to Youth Health.
  3. Analyze the Youth Health situation critically in order to identify strengths and weaknesses;
  4. Provide baseline data and monitor the quality of implementation of interventions;
  5. Select specific priority issues that can be realistically addressed in the medium term;
  6. Advocate for Youth Health agenda at the decision-making level by providing necessary information and evidence.

PROPOSED DELIVERABLES:

The  expected  result  of  this  consultancy  is  a  situation  analysis  document  that  guides  UNFPA’s  Youth programming work and UNFPA’s country programme priorities in Yemen. Specific deliverables are:

A.An analytical evidence-based Situation Analysis document based on consultations, data, and literature review on Youth health which will include the following:

  • how UNFPA’s strategic role and comparative advantage presents opportunities vis a vis global directions and lessons learnt in promoting Youth health;
  • points of convergence and inter-sectoral opportunities to address Youth health.
  • analysis will apply a gender lens to the evidence.

B.A policy brief on youth-friendly spaces which will entail the following:

  • a protocol including national standards: who should be involved, how consultations and inputs are to be organized, and what resources are needed to establish a youth friendly space, timeframe, specific deliverables, etc.

C.Finalized A & B documents (including presentations and photos)

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED

  • Advanced university degree (Masters or higher) in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), medicine, public health, or in other relevant health science areas;
  • Minimum 10 years overall relevant experience and expertise in designing, implementing, managing, and delivering results-based programmes and/or interventions on gender and Youth health at the senior level;
  • Demonstrated country experience on design, development or strategic planning on gender and adolescent health programmes;
  • Strong research, conceptual and analytical skills relevant to gender, Youth issues and health
  • A publication record in peer reviewed journals and established credibility on Youth health and gender issues;
  • Proven skills and experience in strategic planning for health, Youth health, and/or gender;
  • Strong leadership, diplomatic, and negotiation skills, along with the ability to deliver results;
  • Ability to express ideas and concepts clearly and concisely in written and oral form;
  • Excellent understanding of UN systems and international development issues;
