Yemen is the poorest country in the Arab world and has been plagued with internal conflicts in recent years. The current conflict in Yemen has created the world’s largest humanitarian crisis with 22.2 million people in need of assistance and millions on the brink of famine. At least 10% of the population has been driven from their homes, the economy is in freefall, and malnutrition and disease are widespread. For education, as for other basic services, the impact has been disastrous. Teachers are unpaid, school buildings are occupied or destroyed, and classrooms remain without basic materials and supplies. In short, the education system has largely collapsed, weakened as it was already by previous conflict, limited public funding and rapid population growth. As many as 4.5 million children have been out of school since the start of the school year in October 2017, with the hardest-to-reach and worst affected children from families among internally displaced populations (IDPs).
In such a context, addressing the education and protection needs of Yemen’s children calls for a local, community-centered approach that at the same time rebuilds the capacity of educational institutions from the bottom-up, bridging immediate humanitarian response with longer-term sustainable development objectives.
In this regard, IRC is implementing a three year program, Improving Access to Quality Education in Yemen (IAQY), with the goal of restoring education opportunities for out-of-school children (OOSC). This program will increase access to safe and quality education through improved service delivery at all levels and will expand equal access to education that meets the needs of crisis-affected OOSC. It will improve the quality of teaching and learning, increase the wellbeing of children and teachers, provide teacher training, ongoing school-based support and professional development, and raise the knowledge, skills and abilities for inclusive education of local and education district government officials, caregivers and community members. By the end of year 3, this program will have reached 14,040 OOSC aged 6 to 14, and bring the benefits of improved community and parental engagement, safer school environments, better trained and supported teachers to an estimated additional 16,200 children; furthermore, 2,025 School Father and Mother Councils (FMCs) members and 756 teachers will receive training and support.
SCOPE OF WORK: Reporting to the Program Coordinator, the Education Service Delivery Manager (ESDM) will supervise, coordinate and deliver the Program’s activities at governorate, district and school levels. The activities include training of school management, education administration, teachers, Fathers and Mothers Councils (FMCs), and parents on service delivery (teaching, management & monitoring), community engagement (mobilisation and support), parenting and psychosocial support.
The ESDM is expected to travel to the field frequently for coordination, implementation support and monitoring, and field-level decision making.
- Lead the Program’s team in the governorate.
- Provide oversight of all Program’s activities in the governorate and districts;
- Assist in development of Program’s;
- Establish and foster relationships with relevant counterparts;
- Contribute to preparation and revisions of work plan(s);
- Direct and monitor staff’s implementation of work plans and quality of results;
- Share relevant information to improve quality and timeliness of achievement;
- Collaborate with rest of the education Program’s team nationwide for effective and efficient performance and optimal outcomes.
- Coordinate for efficient work at different locations in the governorate.
- Maintain relationships with key stakeholders in the governorate.
- Manage expenditures to designated level.
- Monitor monthly expenditures to ensure that all spending is in line with approved budgets and timelines.
- Contribute to relevant project reporting and donor requirements by due deadlines.
- Do other tasks as required by supervisors.
Monitoring & Reporting
- Ensure quality of M&E inputs, processes and results.
- Manage implementation of Program’s activities in the whole governorate and report per the Program’s needs.
- Visit the field as required to ensure ongoing work and monitor progress.
- Ensure all monitoring activities are fully documented.
- Write monitoring and evaluation reports for IRC and its partners as required.
- Oversee governorate’s field officers and contracted workers.
- Maintain open and professional relations with team members.
- Provide guidance to the Program’s governorate team for effective performance.
- Ensure timely completion of work tasks and their related reports.
- Observe in collaboration with Human Resources compliance of staff with IRC’s rules, regulations and code of conduct.
- Consistently and proactively monitor/assess the safety and security of the team.
- Do other duties as assigned by the supervisors to effectively develop and implement IRC programs.
- All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
- Bachelor or higher in education or related field.
- 3-5 years of technical experience in design, management and implementation of educational interventions.
- 2-3 years of experience in leading teams, preferably during emergency,
- Experience facilitating technical trainings and workshops related to education.
- Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams,
- Ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail,
- Good interpersonal and problem-solving skills, creativity and flexibility
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well,
- Fluency in Arabic writing and speaking, English will be an asset.
