GLOBAL OBJECTIVE OF THE POSITION

Under the direct supervision of the Project Officer, deliver centre-based comprehensive rehabilitative care for war affected persons in Yemen through mobile and static teams.

Technical Line manager: Field Technical Advisor (FTA)

RESPONSIBILITIES AND TASKS DESCRIPTION

Under the direct responsibility of the PO you will be responsible to:  

Identify specific needs of programme beneficiaries, contribute to the assessment of these needs, and/or directly assess these needs as required:

  • Ensure holistic assessment and identification of beneficiary and caregiver needs (i.e., basic needs, psychosocial, protection)
  • Identify, register and analyse beneficiaries specifics needs (disabilities and vulnerabilities) in collaboration with rehabilitation counterparts  

Provide: PSS services, case follow-up, and referral

  • Provide PFA and basic PSS supports to beneficiaries in line with technical guidelines
  • Conduct follow-up session with beneficiaries
  • Identify appropriate additional PSS services and develop beneficiary action plan for engagement
  • Conduct PSS group sessions for beneficiaries and their care givers in line with technical guidelines and recommendations of technical referents (i.e., PSS Field Technical Advisor, PSS Technical Advisor, PSS Technical Referent)
  • Conduct additional and/or follow-up need assessments of beneficiaries in order to identify need of additional PSS services (e.g., psychosocial support group sessions, referral to specialized services)
  • Provide information for and referral to other services as appropriate
  • Provide case orientation to relevant HI team members (e.g., PO, PSS FTA, Rehab FTA, Inclusion FTA, Rehab TO) for internally referred cases
  • Provide case orientation to relevant HI team members for externally referred cases (e.g., Project Officer, PSS FTA)
  • All services and intervention to be provided in close collaboration with rehabilitation teams.

Reporting and documentation: Completion and safe/confidential storage of beneficiary data and program information

  • Completion and filing of beneficiary data collection forms (quantitative and qualitative) through the use of program tools (e.g., assessment form, follow-up form, referral form, final assessment and discharge form, etc.)
  • PSS group session reports
  • Caseload monitoring form
  • Any other reports upon request of line manager and/or technical referents (e.g., training/capacity building reports)

Coordination and communication

  • Maintain regular communication with health facility staff and other stakeholders in the health facilities
  • Liaise with health facility staff and other relevant stakeholder to ensure referral of beneficiaries to other services as necessary

Participate in analysis and reporting of global issues in the affected population

  • Participate in qualitative analysis of different kinds of issues (e.g., psychosocial, protection) at individual, familial and community level
  • Report to field team, line managers, and PSS FTA information you collect in the field regarding humanitarian actors activities and constraints

Demonstrate ethical and professional practices:

  • Respect beneficiary confidentiality
  • Respect and promote HI’s policies and report to your line manager any violation of HI policies among teams or partners
  • Address needs and requests in a professional manner
  • Report any incident or act that causes or may cause harm to beneficiaries or others
  • Interact with children with the presence of their parent/caregiver
  • Respect any refusal of treatment

Demonstrate willingness to improve professional competences including:

  • Motivation at and in your work
  • Willingness to improve knowledge and skills through active participation in training and capacity building activities
  • Respect for each team member’s position, work, and specialty
  • Adaptability to special situations or demands (e.g., additional reporting, mobile/static team assignment, etc.)
  • Contribution to the culture of being a constructive, holistic team to carry out quality analysis and response for disabled and vulnerable persons

Required profile

Mandatory:

  • - Proven human science degree (psychologist, sociologist, social worker, Law, …etc.)
  • - Professional experience in MHPSS services to vulnerable persons in the humanitarian context.

Preferable

  • Experience in MHPSS community-based approach;
  • Experience in MHPSS at the health facility.
  • Experience in adult trainings;
  • Experience in protection and case management;
  • Experience in GBV and/or child protection;
  • Experience in community mobilization and awareness raising activity.
  • Experiences in the field of vulnerability and/or disability and/or outreach community-based approach.

Note: This job profile must remain flexible to respond to additional tasks or changes as identified by the line manager. PSS Workers are part of mobile and static teams. Depending on the need of the implementation, PSS Workers may rotate through mobile and static team assignments. Members of mobile teams on occasion may be required to stay overnight outside of Aden City. In the case of required overnight stay, team members will be accommodated and compensated in line with HI policy regarding required overnight stays for work related matters.

TIME SCHEDULE

The working hours are the following: 8:00 am to 4:30 pm with a half an hour lunch break.

Note: Working time can go up to 48 hours per week (according to the country labor law) if it is required by the volume of activities and by the line manager.

CONFIDENTIALITY CLAUSE

Yemen mission takes place in a sensitive environment regarding security of Handicap International staff and assets. Handicap International employee commits to observe utmost respect of personal and professional ethics, to adhere to principles of neutrality and impartiality, and to ensure necessary levels of discretion within and outside working space. Not respecting this clause will lead to disciplinary action and have immediate dismissal as a result.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Hajjah, with frequent movements to the field (outside Sana’a)
  • Start: ASAP
  • 30 days of leave per year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.   

Any breach of the above-mentioned responsibilities, of the Internal Regulation or of Terms and Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.
