GLOBAL OBJECTIVE OF THE POSITION

Based in SANA’A Coordination Office under the direct management of the logistics officer, organize and ensure an efficient logistical support in the base and check the follow up of all HI Logistics procedures.

Support the Logistics Officer in the following field of activities:

  • Fleet Management
  • Premises management
  • Equipment Management
  • Support to HI Yemen Bases on logistics
  • Compile and capitalization of logistics data’s from all base.
  • Ensure that logistics process and tools are respected in all HI Yemen Bases
  • Stock Management (SFU, Reconciliation, Monitoring, reporting,…)
  • Transport Management

HIERARCHICAL RELATIONSHIPS

Line manager: Logistics Officer

Line manager+1: Deputy logistics Coordinator

Supervision: Daily workers (occasional)                                   

RESPONSIBILITIES AND TASKS DESCRIPTION

Stock Management:

  • Ensure a good management of the stock, stationeries and welfare. (Reception of the local freight at office, Check-up and classification of all delivery notes…etc.)
  • Make sure the storage management documents are compliant with HI procedures (when it is the case): Bin cards, stock items request, stock cards, Delivery Notes.
  • Compile the weekly inventories from the base and HFs
  • Works in collaboration with supply Officer and projects regarding stock movements and stock follow up and documentation.
  • Manage SANA’A stock and make sure that all documents are present and well filled and filed.
  • Ensure that Stock follow up (SFU) is daily updated, as well as all documents (Bin card, Stock Card, …)
  • Ensure that the warehouse is clean and well organized as well as the different stocks in the different HFs.
  • Ensure to select the proper vehicle according to volume and vehicle condition in link with supply.
  • Ensure to select appropriate and good number of daily workers according to the activity in link with supply.
  • Work closely with projects and supply officer to provide weekly updated reconciliation tools sent to coordination team

Management of good transportation

  • In link with Logistics Officer and supply team manage the transport of goods to/from SANA’A warehouse.
  • In link with Logistics Officer and supply team ensure to select the proper vehicle according to volume and vehicle condition.
  • In link with Logistics Officer ensure to select appropriate and good number of daily workers according to the activity.
  • In link with Supply team, Logistics officer and Security Officer/Manager ensure to have the proper documentation for transportation of goods (waybill, clearance letter, authorizations,…)

Fleet Management:

  • Support line manager on fleet management if required.

Premises Management:

  • Responsible for ensuring that all the premises (including warehouses) are in technical and working good condition;
  • Support HI Yemen bases on Premises Management tools and process implementation.
  • Responsible for reporting to Line manager of any breaks or damages related to premises and suggest the fixtures to be done, identifying and following-up on any maintenance needs;
  • Support the line manager in ensuring a proper follow-up of lease agreement (contract renewal, payments and other details);
  • Support Supply assistant and HR (when budget holder) in preparing and following up the payments of running-costs;
  • Any other duties related to management of premises requested by line manager;

Equipment Management:

  • In link with IT officer, ensure the capitalization of all EMC from each HI base on weekly bases
  • Ensure that EMC (Equipment Monitoring Chart) is at all time updated.
  • Support each base on updates of EMC
  • Support HI Yemen bases on Equipment Management tools and process implementation.
  • Support the IT Officer and Log officer in ensuring the regular follow-up for inventory, furniture and equipment / assets;
  • Support the IT Officer and Log officer in preparing and updating the lending certificate each time it’s necessary;
  • Responsible for editing the procured equipment in EMC and keep updated the EMC and send to line manager and coordination on a weekly basis;
  • Support the line manager in follow up reports for equipment management;
  • Responsible for tagging the equipment according to HI Equipment management policies and procedures, ensuring the proper follow-up of equipment (codes, guarantee, life span, maintenance, replacement planning…);
  • Ensure the safety and security of the equipment in stock;

PURCHASES

  • Provide support to line Manager upon request (collect quotations, prepare templates, realise payments…);

JOB CHARACTERISTICS / REQUIREMENTS:   

Qualification

  • University degree in logistics or supply Chain or similar field

Experience

  • 1-3 years work experience in a similar field with INGOs is essential

Skills and Competencies

  • Fluent in written and spoken English and Arabic mandatory
  • Strong interpersonal and intercultural skills
  • Strong communication, presentation and reporting skills
  • Strong organizational skills
  • Global knowledge on Humanitarian principles, protection mainstreaming, is desirable

Willingness and ability

  • Travel in and around SANA’A Coordination Office and other governorates on occasion, stay overnight outside of SANA’A City (where operations are presently based) as field movement requires

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in SANA’A Coordination Office, with frequent movements to the field
  • 30 day leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
