The Job

ZOA is a Netherlands based International NGO which offers RELIEF to people who are affected by conflict or natural disasters. ZOA wants to contribute to a new perspective of HOPE in which people work together for a promising future in dignity and mutual trust. Together with the affected communities, we work on their RECOVERY until they can take care of their livelihoods. ZOA has been operational in Yemen since 2012, mainly focusing on WASH and Food security & Livelihoods interventions in Sana’a, Hajjah, Hodeidah, Al Mahwit and Aden Governorates. ZOA Yemen is currently seeking for national qualified candidates for:

WASH Engineer – 1 position

The WASH Engineer is overseeing technical needs assessments of the water and sanitation facilities ; coordination; implementation and monitoring of all WASH interventions in the assigned project area.

Key responsibilities

The WASH Engineer has been assigned with responsibility and holds delegated authority for:

Needs Assessments:

  • Design and conduct technical needs assessments in the assigned programme area for all engineering related activities.
  • Advise WASH Coordinator and Area Manager on target locations for WASH hard components and also integrated interventions
  • Identify vulnerable population and select target beneficiaries according to the donor criteria


  • Inform district leaders and communities about ZOA’s interventions
  • Inform the WASH Coordinator and Area Manager about issues/problems in the field and propose solution.
  • Work closely with the Projects Assistant, WASH Project Officers and WASH coordinator in integration approach to make sure quality services.


  • Coordinate with Project Assistants, FSL, H&N and MEAL officers of the integrated programme at district level
  • Attend cluster meetings if requested by the Area Manager/WASH Coordinator
  • Promote proper coordination of all water and sanitation activities with the WASH Project Assistant and WASH Project Officer for the hygiene promotion.


  • Supervise all construction works on the ground related to water and sanitation and take lead on technical verification of work provided by contractors.
  • Ensure that all health and safety, and legal requirements for each project activity are adhered to
  • Supervise the project assistants, foremen and community mobilisers in the field
  • Monitor the progress and quality of the project implementation according to the project implementation plan
  • Ensure that Community Committees and Water Management Committees are selected appropriately and well-established within the community
  • Train the Community Committees on their roles and responsibilities
  • Ensure that Water Management Committees are trained in finances, technical skills, good hygiene practices, and sustainable management of their water supply
  • Ensure that community labour and cash-for-work (C4W) beneficiaries are paid on a weekly basis
  • Carry out water quality sampling, and analyse the data and report on the results to the WASH Coordinator

Data collection and analysis:

  • Ensure that beneficiary data is collected and documented to a very high level of accuracy
  • Conduct baseline/ progress and end term assessments within the targeted communities
  • Provide monitoring forms to the project assistants and ensure that the forms are filled in correctly
  • Analyse all data from the field and use the data for reporting


  • Based on analysed data, produce reports to be submitted to the WASH Coordinator and Area Manager
  • Ensure that the goods delivery and reception is followed-up and well documented; that all paper work is collected and filed
  • Submit weekly reports to the WASH Coordinator

V. Competencies


  • Extensive knowledge of WASH Projects and their implementation
  • Humanitarian Principles and Red Cross Code of Conduct
  • Knowledge of Yemeni Health and Safety requirements, and other legal requirements
  • Technical knowledge of pumps and pipe networks


  • Experience of working with NGOs (2 years)
  • Ability to use Microsoft Office (Word, Excel, PowerPoint)
  • Excellent attention to detail
  • Excellent communication skills
  • Ability to come up with new ideas and new ways of doing things
  • Good team player
  • Good problem-solver
  • Planning and organizational skills related to work and time management
  • Flexible conduct

VI. Special requirements

  • Project Management training
  • Training/extensive knowledge of pumps/mechanics
  • Willingness to work in remote field locations

Location: Hodeidah

Start date: as soon as possible, contract until 31st of December 2019 with possibility for extension
