General information on the mission

Context

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PU-AMI is providing assistance to around 5 million people in 20 countries across Africa, Asia, the Middle East, Eastern Europe and France.

PU-AMI’s history in the country and intervention strategy

PU-AMI has been present in Yemen since 2007. From 2007 to 2011, PU-AMI supported the primary health system in Hodeidah Governorate. After a one-year stand-by in 2011 due to security reasons, the mission re-started in July 2012 with a nutrition project focusing both on emergency response and a longer term community-based approach in Hodeidah and extended its activity in Raymah Governorate.

Since 2017, PU-AMI continues to concentrate its intervention in 6 districts of Hodeida and 3 districts of Raymah, where a high number of IDPs are stressing the capacity of the health system to cope in an already extreme precarious situation. The core field of intervention for PU-AMI in these Governorates is an integrated approach on nutrition including community-based activities (OTP/SFP and community mobilization as a strong component of the program, within health facilities and outreach activities.

In Hodeidah and Raymah governorates, PU-AMI works to contribute to reduce the impact and severity of nutritional challenges and to improve health status of most vulnerable populations, through supplementary nutrition integrated response based upon health, hygiene and nutrition education and capacity building. In Rayma, PU-AMI is supporting a stabilisation centre for severely malnourished children with medical complications

In Mokha PU-AMI’s planed intervention aims to contribute to the improvement of the health and nutrition status of most vulnerable populations in the area, through an integrated approach including rehabilitation of health facilities, trainings, capacity building, as well hygiene and health promotion activities.

 

 

Job Description

Overall Objective

Under the supervision of the Admin Log Base, he/she is responsible for providing logistics support to the Mokha base, to ensure that PU-AMI activities are run in an effective and efficient manner.

Tasks and Responsibilities

  • Logistics Assistant will be responsible for the following task on daily basis:
    • Procurement
    • Stock management
    • Vehicles / Fleet Management
    • Equipment/Telecommunication Follow up
    • Premises
    • IT
    • Security (surveillance, reporting, etc.)
  • Contribute to the proper archiving of all the documentation related to logistics at base level in compliance with donors’ and PU-AMI’s procedures.

Specific objectives and linked activities

Supply Chain Management:

  • Carry out a purchasing environment analysis at the local level
  • Ensure negotiation with the suppliers
  • Supervise the update of price lists and supplier files
  • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
  • Meets weekly with PMs to ensure the good understanding of needs and purchase follow-up
  • Receive, approve and process requests for quotes and purchase requests
  • Complete the Purchase Data Base and ensure the preparation of purchasing documents and draft the contracts 
  • Participate in the drafting the call for tenders
  • Supervise purchasing, ensuring that approval rules and procedures are observed
  • Under the supervision of Admin Log Base, select suppliers and negotiate prices, deadlines and delivery methods
  • Ensure that purchasing documents are complete and archived in keeping with PU-AMI procedures

Stock Management:

  • Select storage locations and create a plan for the development and security of these sites
  • Ensure material is stored under suitable conditions and monitor expiration dates
  • Ensure procedures are followed as stock is checked in and out
  • See that all documentation linked to stock is complete and correct
  • Supervise monthly physical stock inventory

Vehicle/Fleet Management

  • Supervise the planning and execution of maintenance and repair work on mission vehicles
  • Establish vehicle movement schedules
  • Ensure that a complete breakdown kit is available on board all vehicles
  • Permanently ensure that all drivers have received general training and carry out regular testing
  • Ensure that drivers are aware of their obligation to adhere to PU-AMI safety rules and procedures
  • Check that vehicle log books are in place and are used correctly
  • Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analysed and recorded
  • Prevent the misappropriation of fuel and spare parts
  • Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored

Equipment/Telecommunication/IT Follow up

  • Ensure that all assets affected are properly identified and registered in compliance with PU-AMI procedures and donor guidelines
  • Update inventory in real time
  • Optimize distribution of materials according to task needs
  • Organize the installation, safe-guarding and monitoring of materials
  • Implement backup and data-protection procedures
  • Ensure the maintenance and correct use of IT and telecommunication equipment
  • Provide technical assistance to teams and organize training sessions

General services

  • Organize and supervise the guards schedule
  • Implement team safety measures as determined by Field Coordinator
  • Train teams in safety rules and procedures
  • Pass on any security-related information to his/her line manager

In General, the Logistics Assistant has to remain flexible and to perform other duties as required for the good running of the mission.
