Ended National Programme Officer (Safety Nets & Livelihoods)

Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.

To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysiscand queries.
10. Other as required.
SPECIFIC KEY ACCOUNTABILITIES
1. Provide technical support and assist in the development and implementation of safety nets and livelihoods activities (food assistance for training, smallholder market support and food assistance for assets) within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support (reporting, communication, visibility, monitoring, payment processes, etc.) to safety nets and livelihoods activities to ensure that these activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, funding gaps, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.
5. Liaise with internal counterparts (finance, procurement, field level agreement management, etc.) to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate analyses and to ensure efficient delivery of WFP programmes.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS
- Education: Advanced University degree in civil or agricultural engineering, social sciences, economics, political science and international relations or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
- Experience: Typically one year or more of postgraduate professional experience in a relevant field of work, (Administrative/GS experience is not counted except years holding G6 positions or above – each year is counted at 50%).
- Language: Fluency (level C) in English language & Fluency (level C) in Arabic language.

Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
