National Programme Officer (Safety Nets & Livelihoods)

Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.

To provide support to policy and programme activities that effectively meet food assistance needs.
1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

1. Contribute towards the development of WFP’s resilience and livelihoods activities and processes, in alignment with WFP’s Interim Country Strategic Plan (ICSP 2019-2020) and WFP’s strategic and technical policies and guidance. Resilience activities to be implemented include conditional cash programmes (food assistance for assets and food assistance for training) as well as smallholder agricultural market and livelihood support.
2. Manage selected resilience and livelihoods activities (partnership management, budget management, payment processes, delivery systems, etc.), in compliance with WFP standards and procedures.
3. Adapt WFP’s global guidance to Yemen’s context to improve implementation of resilience and livelihoods activities, including technical aspects (assets to be created, type of support to smallholder producers, trainings to be delivered, etc.). Contribute to the development of guidelines on implementation of WFP activities to be shared with national counterparts and cooperating partners.
4. Follow data gathering and monitoring systems to ensure that rigorous quality standards are maintained.
5. Research and analyze policy and operational issues to support senior colleagues in the development of programmes and activities.
6. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
7. Liaise with government counterparts to ensure effective collaboration and monitor ongoing projects.
8. Support the identification, development and management of potential partnerships within the NGO, United Nations community and national stakeholders.
9. Support the capacity development of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through knowledge exchange, dedicated training sessions and joint management of activities.
10. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
11. Other as required.
- Education: Advanced University degree in civil or agricultural engineering, social sciences, economics, political science and international relations or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
- Experience: 3 or more years of postgraduate professional experience in a relevant field of work, (Administrative/GS experience is not counted except years holding G6 positions or above – each year is counted at 50%).
- Language: Fluency (level C) in English language & Fluency (level C) in Arabic language.
1. Having managed development, technical assistance or resilience and livelihoods projects.
2. Experience in Microsoft Office, especially Excel.
3. Having worked for a UN agency

Programme Lifecycle & Food Assistance
Displays ability to identify the main hunger problem at the national or subnational level to design and implement context specific programmes that integrate complex analysis and the full range of food assistance tools.
Transfer Modalities (Food, Cash, Voucher)
Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
