To provide a professional, business focused financial management services, delivering a proactive and solutions based approach for resolving issues and ensuring proper financial management systems in place..

Job Purpose

To provide timely and high quality financial management support to Oxfam programmes across the country and ensure the system is compliant with Oxfam Financial policies and Procedures.

Key Responsibilities and Accountabilities

  • To assist in the co-ordination and management of the sub offices – Hajjah, Shafar, Al Huban, Ibb, Amran and Sa’ada for humanitarian project with responsibility for financial management.
  • To act as a focal point on all financial issues relating to all field offices donor’s contracts.
  • Responsible for the preparation and monitoring of budgets, authorization of payments, maintenance of cash and bank books, preparation of monthly accounting returns, security of cash, stock and capital, assets purchasing and stock system.
  • To ensure that Oxfam financial procedures are followed in humanitarian programmes, and that compliant systems are developed to accommodate the needs of those programmes.
  • To liase with the Country Funding Unit and Donor Accountant on donor proposals, the preparation donor reports and budget revisions when necessary.
  • To manage directly reporting staff, ensuring work priorities/objectives are developed and staff are fully trained and inducted to undertake their role.
  • To provide regular management information on the financial status of the humanitarian programme.
  • To line manage staff as per Oxfam performance management processes
  • To coach, train and build capacity of finance staff in agreed procedures, particularly in bookkeeping and basic accounting procedures, conduct practical exercises in accounts preparation and on Oxfam internal financial management systems (PeopleSoft)
  • To work with logistics staff to ensure logistics systems adhere to finance's minimum standards.
  • To ensure the allocation of finance resources at relevant programme sites and to review financial management capacity of finance and programme staff, providing training, advice and support as needed.
  • In some circumstances, the post holder may have to take responsibility for establishing and/or maintaining administrative aspects of the programme which could include: recruitment of local staff, drawing up and signing of contracts, keeping staff files, respecting local employment laws, paying taxes, and generally ensuring that Oxfam personnel policies are adhered to, establishing an office, including ensuring the necessary communications systems and routines are in place, and that the filing and information flow is properly maintained.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Inter Action Field Co-operation Protocol).

Technical Skills, Experience & Knowledge

  • Educated to part-qualified accountancy level with proven accounting experience and financial management skills.
  • Prior Oxfam financial management experience is preferable.
  • At least 3 years’ experience in finance manager role – preferably in different contexts
  • Proven experience of donor reporting – particularly DFID, ECHO, OCHA & UNICEF
  • High level of computer literacy, excellent working knowledge of spreadsheets and databases.
  • Ability to priorities own workload, work independently and work to deadlines.
  • Experience of management/supervisory responsibilities and ability to take charge and manage a team when required.
  • Good interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good coaching skills and ability to develop others.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel and often in difficult circumstances.
