Position:          Post Distribution Monitor (PDM) officer

Job site:           Aden, 1 position

Report to:         Project Manager

Status:             Full-time Staff

The PDM officer, based in Aden, he/she is responsible for: verification cash beneficiary lists; check into the dealings and processing of transfers as perceived by beneficiaries; checking on beneficiary satisfaction and use of the cash assistance, produce monthly reports; managing the feedback & complaint line.

The PDM officer is independent from the project activities teams and reports to the different PMs, protection coordinator, program coordinator and Head of Mission at the same time, permitting immediate alert and action in case of complaints and grievances.                                                          

Main Responsibilities:

  • Manage the complaint line: provide timely and appropriate answers to beneficiaries’ questions; refer beneficiaries to Activity Coordinator and or other relevant staff when follow up is needed; report immediately to the PM and the Operational Risk Assessment Officer any threat or risk of fraud; fill complaint line monthly reports;
  • Provide the beneficiaries with detailed and correct explanation regarding the PDM/verification;
  • Data Collection: perform extensive household visits and FGDs for verification on the cash distributions conducted, using PDM questionnaire and methodology; ensure identification and assessment of most vulnerable protection cases to be referred for further specific assistance and provision of cash assistance;
  • Identify the benefiting people in the household and manages the questionnaires;
  • Ensure that all questions have been asked and that the recorded answers are clear and legible;
  • Respect the reporting time lines and case load to be assessed per day/week;
  • Respect the total confidentiality of the data collected;
  • Ensure to never speak about data out of the survey project and security of the records and files;
  • Prepare monthly plans with the Project Manager for conducting PDM;
  • Write reports on demand of the Project Manager;
  • Be committed to participate to any other task in order to achieve the project overall objective;

Studies & professional experience:

  • Hold a BA in social sciences or any other related field;
  • Demonstrated familiarity with NGOs work in general and with Post Distribution Monitoring and Cash based interventions (CBI) in particular;

Most relevant other requirements:

  • Ability to make analysis and develop plan;
  • Excellent computer skills (proven computer literacy especially, PPT, Word, Excel);
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS;
  • Initiative, flexibility and willingness to learn;
  • Ability to work under time pressure, independently, and with limited supervision;
  • Stress-resilient and ability to cope with tight deadlines and complex problems;
  • Capability to establish good and respectful contact in order to ensure the quality of interviews;
  • Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations;
  • Ready to move in remote areas in Yemen;
  • Native Arabic – Good written and spoken English and speaking and understanding Somali language will be and asset

Other requirements:

  • Excellent analytical skills, observation and analysis capacity;
  • Able to ensure quick quality delivery in stressful environment;
  • Very strong interpersonal skills: strong communication and diplomatic skills;
  • Practical and problem-solver;
  • Good knowledge of MS Office (Word, Excel, Outlook);
  • Ability to deal with stress;
