Search for Common Ground (Search) is a leading international peacebuilding and conflict transformation non-governmental organization (NGO), working in 36 countries across Africa, Asia, and the Middle East. Search strives to transform the way that the world deals with conflicts away from adversarial approaches and towards collaborative solutions. Through various multi-faceted approaches, media initiatives and collaboration with local partners, and both government and civil society, Search aims to find a culturally appropriate means to strengthen the capacity of society to deal with conflict in a constructive manner – by understanding differences and acting on commonalities.

Search has been working in Yemen since 2010 to promote social cohesion and peacebuilding through working with youth, media, and women’s groups across the country. Search-Yemen is seeking highly qualified individuals to contribute to the project described herein.

Summary Of The Position:

The Head of Programs (HoP) is responsible  - but is not limited to – the following:

Key tasks:

Programs coordination; The Head of Programs (HoP) coordinates between different projects to ensure optimal use of resources, cross-learning, and alignment of projects in order to fulfill Search-Yemen’s strategic annual plan objectives. This includes - but is not limited to – the following:

a. Co-chairing weekly management staff meetings and other internal coordination meetings, alongside the CD, to ensure productive agendas, ensure shared understanding of ongoing interventions, achievements, and challenges among staff.

b.Coordinate between ongoing projects to maximize mobilization of resources, avoid duplication, and enhance cross-learning

c.Supervising development of communication pieces and enhancing Search-Yemen’s visibility.

d.Support Project Managers during project implementation, by providing guidance, sharing best practices and learning materials, and reviewing implementation plans and reports.

Ensuring quality programming through coordinating with the MENA Regional Team, Project Mangers, and M&E Team to achieve projects’ intended results and maximize mobilization of resources. This includes:

a.Contribute to project design and proposal development to ensure the reflection of lessons learned, alignment with Search-Yemen approved strategy, and Search approach.

b.Coordinate with MENA Regional Team and implement capacity building activities targeting Search Yemen staff and partners through mobilizing in-house talent and/or Search global resources.

c. Develop guidelines for implementing Search-Yemen key tools and approaches through adopting local implementation context and accumulated experiences from the field.

d.Coordinate cross-project impact evaluations related to Search-Yemen programming approaches.

e. Support the CD in integrating Search global experiences and tools box into Search-Yemen programming.

Capturing of success and results through coordinating between MENA Regional Team, MENA M&E Specialist, and Yemen based M&E Team. This includes:

a.Oversight of the M&E reports and evaluations, and the Yemen M&E team, to ensure timely delivery of outputs.

b.Coordinate the documentation of results through coordinating with Project Managers and the Yemen M&E team.

c.Coordinate timely implementation of M&E activities, such as baselines, mid-term, and end line evaluations.

d.Preapproving project M&E reports, donor reports, and other external communications developed by projects.

e. Supporting CD in development of HQ required reports such as QMR and other technical reports.

Enhancing Search Yemen communication with Donors, INGOs, and other external actors.This includes:

a.Supervise the creation and development of all communication pieces and efforts to enhance Search-Yemen’s visibility.

b.Coordinate the production of program summaries, short videos, and updates on Facebook and website.

c.Coordinate with the MENA Communications Officer to develop Search-Yemen external communication products.

d.Supervise the Yemen Communication Officer and any other communication-related positions not part of specific projects.

e.Represent Search-Yemen in regular meetings within Yemen in absence of CD, highlighting Search’s mission, approach, and results. This will include UN clusters meetings, INGO coordination meetings, and any other meetings decided in collaboration with the CD.  

Support direct project management where needed, either due to circumstance, reduced staff capacity, or other unforeseeable events, as deemed necessary by the CD.

a.Overall management of assigned projects, including financial, technical, and/or HR management duties.

b.Report on project progress and results, and maintain healthy relationship with project donors in close coordination with the MENA Regional Team.

c.Ensure full compliance with donor and Search regulations on all expenditures and activity implementation.

Implementing other assignments as decided collaboratively with CD including full implementation of additional assignments not mentioned above or in line with above mentioned key tasks feeding into the successful implementation of Search interventions and operations in Yemen.

Minimum requirements

  • At least eight years of experiences in similar position.
  • Master’s Degree in management, social sciences, or a relevant field.
  • Practical experience in project management and deep understanding of context dynamics across Yemen.
  • Advanced English and Arabic language skills – both spoken and writing.
  • Staff management experience.
  • Previous experience in peacebuilding and conflict transformation programing is highly desirable.
