Action Contre la Faim vocation is to save lives by combating hunger, disease and those crises threatening the lives of vulnerable men, women and children. Action Contre la Faim currently operates in 46 countries including Yemen globally and conduct programs in nutrition, food security, health, water and sanitation.


JOB TITLE:  FSL Head of Department

Department: FSL

Location: Sana’a

Duration: 9 Months (renewable)

Salary and Benefits:

                                      Gross monthly salary: 2,923 $ - 3,469 $

                                      Medical and Life Insurance: Including the employee, spouse, children and parents

Assignment : To guarantee the quality and relevance of FSL department strategy and interventions in the mission, in conformity with ACF and international standards and national policies.

1-  Contribute to defining the country strategy as well as the strategy and positioning of the technical department 

The HoD is responsible for:

  • Understanding of the sectoral humanitarian situation and context of intervention; collecting primary and secondary documents on the humanitarian sectoral situation as well as Cluster positions/SOP and sharing with Coordination and TA
  • Production of the mission sectoral strategy (taking in account DRM) in line with ACF international and national framework; monitoring, implementation, and revision when necessary of this strategy
  • Revising/developing SOP and guidelines for sectoral activities
  • His/her contribution to the mission strategy 
  • Consulting with PM and obtain field-level information to integrate in strategy development (ensure inclusivity of strategy development)
  • Ensuring integration of his/her technical sector with all other sectors in development of sectoral and mission strategies
  • Participation in drafting plans to prepare for and respond to emergencies
  • Ensuring that sectoral, country, emergency strategy are shared with and understood by PM
  • Determining areas for advocacy specific to the mission, in collaboration with the DCD-P and Country Director
  • Identifying risks and mitigation measures for his/her technical sector

2- Coordinate the identification of needs and the formulation of project proposals

The HoD is responsible for:

  • Coordinating the identification of sectoral needs in project areas and in potential new areas of intervention
  • Developing technical assessment tools, in coordination with PMs and MEAL HoD
  • Consulting with PM and obtaining field-level context/cost/technical information and suggestions for new interventions to integrate in proposals (ensure inclusivity of proposal development)
  • Collaborate with Logistic and Finance HoD in the development of proposals
  • Producing the relevant sections of project proposals and budgets in accordance with the formats and deadlines of funding bodies
  • Contributing to the ongoing search for funding bodies for his/her sector, in coordination with Coordination and TA

3- Oversee the implementation of programs/projects and ensure that reports are submitted

The HoD is responsible for:

  • Validation of the key stages and the methodologies of the projects being undertaken (detailed implementation plan, survey/assessments, monitoring,and reporting, technical specifications and BoQs, technical studies,…)
  • Providing technical/managerial guidelines/SOPs, planning and monitoring tools to FSL field team to ensure the quality of programs’ implementation, and support the teams on proper and adequate use of them
  • Ensuring that appropriate systems of monitoring and evaluation are in place, in coordination with MEAL HoD
  • Monitoring sectoral indicator progress and activity progress, and addressing issues as they arise with PMs, Field Coordinators and Coordination
  • Timely validation of the relevant parts of external reports prepared by PM
  • Validating APR format, revising the monthly APR and flagging dysfunctions uncovered to PM for correction
  • Identifying need for amendments to projects and prepare these amendments in a timely manner, in coordination with Logistic and Finance HoD
  • Understanding and applying ACF standard technical methodologies and tools

4- Guarantee the quality of projects

The HoD is responsible for:

  • Ensuring the technical support to the field teams on the correct project implementation
  • Identify the indicators for the minimum quality standards of the projects
  • Collaborate with Field and MEAL Teams on the full implementation of the accountability to the beneficiaries
  • Support the field teams on the conduction of lessons learnt of each project, in collaboration with MEAL
  • The technical conformity of programs with international and national standards, Clusters, and ACF technical documents
  • Arranging regular field visits and producing reports containing technical and operational recommendations, in close coordination with Field Coordinators
  • Seeking the support of the Technical Advisor at Headquarters on an ad hoc basis (tools, methodology, innovation, sharing of experience, or flagging up missing competences in technical areas ...)
  • Ensuring that “Do No Harm” approach is applied in projects and understood by PM
  • Validating the recommendations made by external evaluators and translating them into good practice in projects
  • Contributing to ToR for visits by TA or other regional or HQ level advisors in his/her technical sector

5- Ensure the active participation of ACF in national sectoral coordination and technical forums

The HoD is responsible for:

  • Active participation in sectoral coordination and TWG at national level and sharing relevant information with Field and Coordination Teams
  • Interaction with regional sectoral coordination
  • Participating in national coordination with respect to the financing of humanitarian action (eg CAP, Flash Appeal etc.) and to national strategy development
  • Building relationships with key sectoral actors at national level (authorities, ministers, UN organizations, etc) in order to secure ACF's place as a recognized and influential actor in the field

6- Team management

The HoD is responsible for:

  • Taking part in the recruitment of PM (defining profiles, interviews and/or complementary tests)
  • Contributing to appraisal of PM
  • Functional management of PM and functional/hierarchical management of DHoD
  • Identifying needs for program staff technical development in coordination with PM/FM and identifying training opportunities, conduct internal trainings if pertinent
  • Engaging in ongoing technical coaching with PM and DHoD and providing specific technical support where necessary (both in-person and remote), including regular visits to bases and sub-bases
  • Ensuring that all program staff are properly trained in monitoring tools, indicator compilation, and reporting
  • Seeking technical support from headquarters to reinforce his/her skills and/or those of the teams

7- Promote capitalization, technical development and research within the sectoral Department

The HoD is responsible for:

  • Capitalization within the sector at the level of the mission, consolidation and transmission to headquarters (technical developments, pilot projects, innovative or little documented approaches, operational approaches which may serve as a reference for the ACF network, successes and failures, contextual analyses etc)
  • Sharing experience with actors in the sector at country and regional levels
  • Applying new approaches proposed by Headquarters or at mission level
  • Developing technical skills in line with the evolution of the sector
  • Organizing departmental meetings on the technical constraints affecting the projects and lessons learned, discussing them with Technical Advisor at Headquarters and formulating recommendations 
  • Writing up and submitting a handover report at the end of the mission

Qualifications and skills required:

  • Bachelor Degree in agricultural related fields or similar, or humanitarian/development fields
  • At least 3 year in advisory positions in international organization; or at least 5 years in Program Manager’s position in international Organizations.

Profound knowledge of FSL activities:

  • Cash transfer methodologies (UCT, CfW, etc.)
  • water harvesting/conservation and irrigation techniques
  • agriculture/livestock inputs and techniques
  • High ability in FSL project planning, monitoring and reporting


  • Excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs)
  • Excellent capacity-building skills
  • Excellent personal and communication skills
  • Ability to work at both strategic and operational levels
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Experience in strategy development
  • Experience in proposal and report writing
  • Good organization skills
  •  Fluency in written and spoken English
  •  Arabic will be consider as an asset
  •  Demonstrated experience and/or personal commitment to promoting gender equity and equality.
  •  Humanitarian, recovery and development programs integrated with Nut/Health/Wash/Emergency sectors


  • Level of the position: Manager.
  • Basic salary in accordance with our National Salary grid.
  • Transportation allowance.
  • Eid bonus: a full basic salary per year.
