Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 18,997.- US $  yearly.

Introduction

The ILO in Yemen has worked on building peace and resilience by creating jobs and income opportunities, enhancing employability as well as strengthening institutional capacity in conflict-affected areas. The ILO’s work in Yemen centres around three priority areas:

 - Promoting employment and private sector development

 - Enhancing efforts to address child labour

- Strengthening labour governance and international labour standards.

Since the conflict began in 2015, Yemen has witnessed severe infrastructure damage and the economy has contracted by more than 40 per cent. Conflict and related factors have led to an overall increase in poverty, estimated at between 71 to 78 per cent, with 24.3 million people in need of humanitarian assistance and protection, as two thirds of the population – some 20 million people – are food insecure, 40 per cent of Yemeni households live without a regular source of income, and with women being more severely affected than men. The COVID-19 outbreak has profoundly affected Yemenis’ and women’s ability to maintain their livelihoods, forcing them to earn less, save less and live with poor resources. In order to address this problem, through RBSA funded intervention, the ILO is adapting and applying experiences from the Employment Intensive Investment Programmes (EIIP) in other countries affected by crisis situations to provide innovative social protection and decent work solutions and contribute to the humanitarian development peace nexus, targeting women and the most vulnerable groups.

Reporting lines:

Under the general supervision of the National Project Officer and the overall coordination and guidance  of the National Coordinator, the project assistant will perform the following duties:

Description of Duties

  1. Responsible for all administrative tasks, including logistical support to the project personnel, travel arrangements, visas, hotel reservation, etc and provide administrative and financial support for the organization of seminars, workshops, meetings and other events;
  2. Draft correspondence, faxes, memoranda and reports on administrative matters from oral instructions, previous correspondence or other available information sources in accordance with standard office procedures
  3. Prepare inputs, run reports and extract and compile financial data and present information on the status of financial resources of the Project to support analysis and reporting needs.
  4. Contribute to the preparation of reports and statistical data on status of project activities, to contribute to the preparation of technical and progress reports
  5.  Assist in the programming and preparation of budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities
  6.  Maintain financial transaction and reporting systems in accordance with the ILO financial rules and regulations.
  7. Provide informal interpretation and translation of documents from Arabic to English and vice versa
  8. Perform other duties as may be assigned by the National Project Officer.

Required qualifications

Education

Completion of secondary education.

Experience

Minimum of five years of general administration and office support work experience. Proven experience of implementing technical cooperation projects and working effectively with government bodies in charge of policy making and with development partners would be an asset.

Languages

Excellent knowledge of English and Arabic

Competencies

  • Knowledge of programme and budget and through understanding of wide range of administrative policies and procedures.
  • Ability to work with word processing, spread sheet, web-browser, as well as other computer software packages required for work.
  • Thorough knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems. 
  • Good knowledge of accounting principles and practices.
  • Ability to prepare preliminary reports and to draft correspondence. 
  • Good communication skills, both orally and in writing and ability to communicate with people in a polite, courteous and cooperative manner.
  • Ability to organize own work and to work independently as well as work in a team.
  • Ability to work under pressure and to meet the deadline.
  • Must demonstrate responsible behaviour and attention to detail.
