Background

UNFPA has consistently advocated for putting Gender Based Violence (GBV) at the heart of its humanitarian intervention and having a strong emphasis on the humanitarian agenda in Yemen. Within this context, UNFPA not only focuses on life-saving treatment and care but also on protection and prevention measures that respond to the call for maintaining human dignity, even in crisis. After the emergence of the crisis in Yemen, the UN has adopted a decentralised approach of opening operational hubs with a view to have a wider coverage of providing the humanitarian aid to the affected population. UNFPA is among the UN Agencies that is striving to strengthen its presence in all humanitarian hubs in Yemen with a view to improving UNFPA’s humanitarian assistance to women and girls’ needs on the response, mitigation and prevention of gender based violence. In this context UNFPA is seeking to recruit and deploy a GBV Analyst to Aden.

Job Summary

The Program Analyst- GBV will provide high quality technical inputs and be responsible for program development, implementation, results monitoring, knowledge management, and policy advocacy in the area of GBV and gender equality in Aden Hub. She/he will oversee the provision of Psychosocial Support and Case Management services, including supervision and capacity building of Case Managers and Case Workers operating in Women Friendly spaces run by UNFPA’s implementing Partners (IPs). She/he will also strengthen GBV programming across the humanitarian-post conflict nexus and ensure an integrated approach between GBV and sexual and reproductive health and rights.


Duties and Responsibilities

Under the direct supervision of the International Programme Specialist - GBV based in Aden and overall guidance of UNFPA’s Head of Aden Hub, the incumbent will be expected to perform the following functions:

  1. Provide technical support to IPs within the hub, identify the weaknesses and the strengths of partners, make suggestions and recommendations to ensure quality and successful programme delivery,
  2. Map available GBV services and actors who can support GBV survivors, including in the health, livelihoods, psychosocial, legal and security sectors,
  3. Conduct capacity assessments and organise capacity development for GBV IPs and actors to prevent and respond to GBV in line with global best practices, especially in GBV case management, and Women and Girls safe space management.
  4. Coordinate with UNFPA partners on reporting for 3W’s and submit quarterly reports from hub level on the activities implemented,
  5. Support comprehensive multi-sectorial services for GBV survivors for prioritization in funding allocations at the hub level, proactively engage in the MIRA process to ensure attention to GBV issues and any other assessments so as to ensure GBV issues are included,
  6. Support and advocate for survivors’ access to multi-sectoral care in the health and psychosocial sectors through direct programming, referrals and community sensitization,
  7. Provide support to partners to introduce and implement Income Generating Programs to vulnerable women and girls-headed Households,
  8. Plan and request for Dignity Kits for Aden hub. Regularly monitor the distributions of Dignity Kits to ensure inclusion of locally-relevant items in the package that may mitigate GBV risks; use opportunity of Dignity Kit distribution to promote GBV prevention messages and information on GBV services.
  9. Periodically conduct field monitoring visits to provide support supervision to GBV IPs.
  10. Conduct regular environmental scanning and collate all relevant secondary data to identify potential risks for GBV, including vulnerable groups and risk mitigation measures,
  11. Collect and generate GBV human interest stories including photos,
  12. Use any opportunity to advocate for allocation of adequate resources to scale up UNFPA GBV programming.
  13. Carry out any other activities that may be requested by the Supervisor.

Qualifications and experience requirements

  • Preferably, a master’s degree in social science, humanitarian, demography or other related field, Bachelor degree may be considered on exceptional basis.
  • At least five years of progressive experience working in the areas of Women Protection and Empowerment, Gender, humanitarian response; experience of working with the UN is an advantage.
  • Proficiency in current office software applications and advanced Excel skills (e.g. pivot tables, functions, etc.)
  • Excellent report writing skills
  • Fluency in English and Arabic. English is the working language of the United Nations.
