Responsibilities

The Advisor (Microfinance) is responsible for

  • implementing daily operational aspects of all issues related to the PSEP, specifically in the area of microfinance
  • processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ, specifically for microfinance
  • ensuring that the project activities run smoothly
  • maintaining, establishing networks and contacting with Microfinance Institutions (MFIs), local partners and other stockholders
  • providing technical advisory services to MFIs partners and target group
  • monitoring of the progress and the activities of MFIs partners and target group in cooperation with the project coordinator
  • ensuring the quality of technical, administrative and financial processes and documents in compliance with the GIZ rules and regulations
  • documentation of results, impact and experiences
  • responsible for implementing in the framework of PSEP
  • projects accounting

Main Tasks

Advisor (Microfinance) performs the following tasks:

  • coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing the corresponding field of activity
  • coordinates the use of office and transport capacities in accordance with the agreement on the use of facilities at the relevant office location
  • is responsible for approving and controlling expenses for project activities for the corresponding field of activity in accordance with the prevailing provisions
  • assists national and international advisers in carrying out their mission
  • assists the project with all organisational and management issues
  • regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities
  • helps to identify the needs of MFIs and target group
  • participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts
  • is jointly responsible with the partner institutions for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
  • develops the capacities of MFIs partners, to offer better financial services
  • supports the project target group to access MFIs services, especially loan
  • provides monthly project progress report (in English) and work plan to the project coordinator
  • follows up and monitors the achievement and impact of the project on developing MFIs, target group and recommends alternative options, if required
  • supervision and maintaining of local subsidies to local partners
  • assists with the preparation and dissemination of information material on the project activities in English and Arabic
  • develops and maintains contact with all important stakeholders such as MFIS and others
  • provides technical assistance to local and international experts
  • ensures communication flows between the partner institutions involve in the project
  • ensures knowledge management, collects, processes and distributes relevant information, monitors communication and interaction between MFIs, NGOs and target group through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  • participates actively in IDA communities and GIZ sector networks
  • performs other duties and tasks at the request of management

Required qualifications, competences and experience

  • university degree in Business or in an area that is related to the project/programme objectives.
  • At least 5 years’ advisor experience in the field of microfinance, private sector and youth development
  • good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of Arabic and English language
  • strong managerial and organisational competence
  • good presentation and report writing skills
  • high level of flexibility and efficiency
  • excellent communication, negotiation and problem-solving skills
  • willingness to travel locally and abroad regularly
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
