The Job

CARE International is currently seeking an Operations Assistant who will support CARE Yemen programs in the North, South and Central regions during the Emergency Humanitarian Response.

Location: Sana’a   


This position serves all staff, all times being the only central team support office during the ongoing and changing conflict dynamics. The main purpose and responsibilities of this position is to provide expertise, daily monitoring of situation and movement tracking support to all staff in the Country Office and Field offices .The incumbent assistant will provide the staff with current information of areas they intend to visit in the country, as per the responsibilities and tasks set out in this job description; aiming to prepare, support and return staff safely from programs and activities areas. The employee shall fully comply with safety and security procedures of CARE International Yemen and should be accountable.

Staff Movement Tracking and Support:

  • By using the existing safety and security protocols and systems to liaise with all staff in country office, field based staff and teams in order to maintain or follow up their shared plans to activities areas.
  • Movement arrangements and maintaining awareness of the deployed staff both in the field and country office.
  • Update and delivery of prompt information to all staff; alerting them of the current situation and operating local context.
  • Reporting security related incidents affecting all CARE staff across the country.
  • Maintain a daily tracking register of staff movement for both departure and return in all areas of CARE activities and programming areas.
  • Monitor and follow vehicles/personal tracking in the cities – Sana’a, Hajjah, Amran, Aden, Abyan and Turba. Supported by the existing system in place and advice on future enhancement to adapt the operating context.
  • Follow up on staff movement plans , incidents updates and tracking on the areas of activities /operation 
  • Prepare daily situation reports (SITREP) in coordination with the SSOs, daily tracking short reports and weekly movement reports in coordination with SSM or SSC as required.
  • Participates in networking with other INGOs /LNGOs security focal persons and other security related organs to foster better relations, information triangulation and coordination.
  • Manage all communication means this includes: update the lists, carry out regular tests and be in charge of handover/takeover process.

S&S Access and Incident Management:

  • Maintains a daily road access database which is relevant to CARE programs and operations; by ensuring that this information is disseminated in a timely manner to all Field teams in the North, South and Central regions.
  • Collects relevant information to support the teams in the field and advise them on change of routes to avert being targeted.
  • Constantly monitors implementation of road movement and share necessary advisories to the staff promptly and give alternative routes if any.
  • As required or directed by the CO security team develop and disseminate email /SMS blasts to all staff giving relevant advisory for the particular location.
  •  Promotes the development of a security culture across all staff.
  • Supervises and follow up all procurement of department equipment’s.
  • Provides updated staff contact list and other external contacts to enable operations functions.
  • Carry out communication tree test on weekly basis to ascertain its function and quick response in coordination with CO /Field Security team.
  • Manage CO keys.

All Staff /Visitors Support:

  • Carry out contextual operational based security briefing to new staff and visitors to the CO and any set road travels contingency plans.
  • In coordination with program staff both in CO /FOs ensure that you track the pre-movement plans to the areas they intend to visit with a view to brief them accordingly.
  • Arrange cell phones handsets and numbers to distribute to the visitors upon arrival
  •  Ensure information on constant companion contacts are updated regularly to avert any belated contacts to staff/visitors.
  • Monitor speed limits of all CARE vehicles in CO and FOs to minimize Traffic accidents.
  • Ensure all hibernation kits lists are updated in coordination with SSOs.

Crisis & Incident Management:

  • Keep close monitoring of the situation and all incidents in operations areas.
  • As per the outlined tasks set on CARE Yemen SSMP or as directed by CMT/CO SS team to support the team during any critical incident in the CO /FOs
  • Continuously update HOT spot areas in areas of operations supported by SS team across the country.


  • Bachelor’s degree in Business Administration or related field
  • Specialized training in related topics.
  • Previous experience with local NGOs/INGOs
  • Strong background and related professional experience in safety, security and emergency preparedness, logistics and planning with an INGO or similar organization

  • Excellent computer skills – including Microsoft Office
  • Excellent written and oral English and Arabic skills
  • Excellent organizational and coordination skills
  • Ability to relate effectively with a range of audiences and individuals to ensure confident planning and implementation of duties
  • GIS experience.
  • Strong interpersonal and teamwork skills
  • Ability to work under pressure is essential
  • Background in gender sensitivity principles desired
