Job Description

Solidarités International seeks to recruit a:

FSL Deputy Program Manager

Location of position : Emergency Roving Team (EPRT) Aden, Yemen with approximately 30% of the time in the field (including field visits to Marib).

I. Presentation of organization

Solidarités International (SI) is a French humanitarian organization, which has been committed to provide aid in the event of conflicts and natural disasters. SI’s mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter.

The Yemen mission is looking for an FSL Deputy Program Manager, based in Aden but with frequent field visits in different geographical areas, depending on emergency needs.

The Yemen mission currently consists of an emergency and post-emergency program with an FSL and WASH-focused approach in Taiz and south of Hodeidah governorate, with activities taking place across the districts of the West Coast as well as in Marib.

The duration of the contract will be 6 months, with possible extension upon availability of funding

II. Responsibilities and tasks

Project relevance, quality and design

  • Under the supervision of the FSL PM, partake in the identification of new areas for intervention.
  • Under the supervision of the FSL PM, participate into establishing assessments
  • Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities with the FSL PM
  • As required by the FSL PM, participate to the supervision of the activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the financial donors’ criteria
  • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs
  • Propose adjustments to the programs, if necessary
  • Ensure that the project’s activities achieve the required results
  • Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards
  • Participate in building the teams abilities with respect to techniques or new methodologies

Implementation and operational monitoring

  • Participate to the planning of activities related to FSL projects with the FSL PM
  • Supervise the implementation of the FSL activities
  • Ensure meeting of deadlines and setting technical specifications.
  • Regularly visit the activities’ sites to monitor the process and its respect of SI standards.
  • Supervise and support team leaders with the assessment of human needs, logistical and financial resources needed at different stages of the activities.
  • Identify any risks and constraints related to the activities and propose alternative strategies to the program manager.
  • Assist the program manager in improving the quality of the intervention in the field.
  • Ensure the respect of safety rules and regulation for persons and equipment at intervention/project site
  • Partake in the updating of tools for monitoring financial, logistical and operational activities (Operational Follow- Up, Project Planning Monitoring, indicators follow-up…).
  • Participate to the coordination with Support departments for all activities related to FSL projects
  • Ensure the proper follow-up at logistic, administrative and HR level for related project matter (including IOF/EOF raising, deliveries follow-up, movement plan, advances request…)

Institutional Knowledge Building - IKB

  • Use the IKB tools proposed by Solidarités International
  • Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the FSL activities
  • Build up on Solidarités International (and stakeholders) intervention methods and techniques
  • To ensure that project files are complete, regularly updated, and saved on the Base external hard drive

 

HR management/Capacity Development.

  • Define the prerequisites for opened FSL positions together with the FSL PM
  • Greet and brief the new staff working on the program
  • In collaboration with the FSL PM, set up technical trainings depending on the operational needs and identified training requirements
  • Lead working groups and thematic meetings with the support of Program Manager
  • Evaluate and assess the performance of colleagues under his / her direct supervision on a regular basis
  • Ensure adherence to SI security regulations and reinforce them with his /her team

Reporting/ Communication / representation

  • Pass upward to the FSL PM / Coordination team any information on the security situation or on any event that could impact Solidarités International activities and safety of the teams
  • Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the FSL PM
  • Ensure that all reports required by the FSL PM are delivered on time and in the correct format
  • In his / her assignment area, might be appointed to represent Solidarités International at meeting or forums concerning the activities
  • In the absence of the FSL PM, the FSL DPM must be able to work independently without requiring very close observation

III. Profile required

Education and experience:

  • Bachelor degree is minimum
  • At least 3-year experience in FSL and MPCA program implementation in the INGO sector.
  • Languages: Arabic and English (Excellent in writing and speaking)
  • Commitment to humanitarian principles, standards and rules to guide NGO actions.
  • Ability to work under stressful conditions, tight deadlines and sometimes-odd hours as required.
  • Experience in remote project management would be an asset.
  • Experience in preparing and conducting emergency interventions
  • Experience in support, follow-up, encourages and supervises her/his staff to provide quality work and high levels of performance.

Transferable skills

  • Must be flexible, willing to perform other duties and work irregular hours.
  • Good training, management, coordination and facilitation skills
  • Excellent communication and interpersonal skills
  • Must be capable of working both individually and as part of a team
  • Ability to work effectively in a fast-paced, stressful environment;
  • Excellent project monitoring and quality control skills.
