Ended Programme Policy Officer (M&E)
Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.
Reporting to the Head of Programme in Sa'ada Area Office, the Programme and Policy Officer - Monitoring & Evaluation (M&E) will be responsible for the coordination and implementation of the monitoring and evaluation and learning unit within the Area Office. He/she will, in collaboration with the P&P and M&E Units at the Country Office, develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered from the operations in Sa’ada and Al Jawf. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, periodical review/evaluation and reporting.
To provide support to policy and programme activities that effectively meet food assistance needs.
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

- Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
- Develop baseline data for each project component and for all project indicators.
- Set up a system to support in the revision of all projects, following their performance indicators and measurement in accordance with P&P targets.
- Work with CPs in the development and/or finalization of the project Work Plans and keep it updated in accordance with project activities and timeframes as relevant.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide, where practicable, good baseline statistics for impact evaluation.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
- Organize and undertake training with collaborating partners on M&E as required.
- Other duties required by the P&P Unit demand, if needed.
Implementation of M&E and coordination with P&P:
- Collect data on a regular basis to measure achievement against the performance indicators.
- Check data quality with partners.
- Maintain and administer the M&E database; analyse and aggregate findings.
- Support project progress reporting, including coordination of Third party monitoring activities.
- Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required.
- Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
Produce reports on M&E findings and prepare presentations to both P&P and other Areas based on M&E data as required.
Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Languages: Fluency (level C) in English AND Arabic languages.
Experience: 1 (one) or more years of relevant post-graduate work experience in Programme & Policy, Project/Programme Management in a Humanitarian Context, Vulnerability Analysis Mapping (VAM), Monitoring & Evaluation (M&E), or other field relevant to international development assistance.
Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%
Citizenship: Only Yemeni citizens are eligible for this position.
• Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
• Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Experience in designing and managing beneficiary monitoring and database systems.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
• Experience in planning and managing surveys.
• Experience in developing and refining data collection tools.
• Experience with data quality assessments and oversight.
• Experience in managing and providing training to partners and target beneficiaries.
• Ability to facilitate and serve as project liaison for externally-managed evaluations
