The Job

CARE International is currently seeking a Capacity Building Officer, H/She will report to the HR Manager and will be responsible for all CARE staff capacity building processes.

Capacity Building Officer

Location: Sana’a   

Responsibilities:

The Capacity Building Officer will be responsible for all CARE staff capacity building processes. H/she will ensure that all CARE policies and procedure are followed.

This position will report to the HR Manager as a direct supervisor.

Staff performance management

  • Ensure full compliance on the staff performance management system
  • Arrange for staff orientation on the appraisal system
  • Ensure all APAAs are received on time according to the approved submission cycle
  • Assist/advise staff when required on setting their objectives
  • Audit all APAAs to ensure they are correct and complete
  • Ensure with supervisors that performance issues are followed up on
  • Prepare an excel sheet with all required staff development plans using APAA forms
  • Report any missing documents to the HR Manager for further support

Staff development system

  • Ensure full compliance on the staff development system
  • Arrange for staff orientation on the development system
  • Ensure all staff development plans are received on time according to the approved submission cycle
  • Assist/advise staff when required on setting their plans
  • Audit all documents to ensure they are correct and complete
  • Ensure with staff / supervisor’s development plans are followed up and met.
  • Prepare a database with all required staff development plans & trainings.
  • Report any missing documents to HR Manager for further support

Talent Management

  • Ensure full compliance on the staff talent management system.
  • Arrange for staff orientation on the Talent management system.
  • Arrange and follow up on the process with supervisors for implementing the system specialy for the STARs of the organization.
  • Ensure specific staff plans are received on time according to the approved submission cycle
  • Assist/advise staff when required on setting their plans
  • Audit all documents to ensure they are correct and complete
  • Ensure with supervisor’s development plans are followed up and met.
  • Prepare a database with all required staff development plans & trainings.
  • Report any missing documents to HR Manager for further support 

Training support

  • Create database for trainings per each staff/department
  • Create a contact list for training centers and their avalable trainings
  • Generic Capacity assessment for cross cutting topics
  • Assist in providing required trainings for staff
  • Provide continues orientation on all the capacity building policies.
  • Ensure all training requests are submitted and complete
  • Full support & orientation on CARE Academy training opportunities and provide staff with their certificates. Create database for trainings per each staff/department
  • Create a contact list for training centers and their avalable trainings
  • Generic Capacity assessments for cross cutting topics
  • Assist in providing required trainings for staff
  • Provide continues orientation on all the capacity building policies.
  • Ensure all training requests are submitted and complete
  • Full support & orientation on CARE Academy training opportunities and provide staff with their certificates.

Documentation and reporting

  • Create and manage databases for staff capacity building
  • Report any missing documents
  • Ensure proper filling system hard and soft copies.

Qualification & Experience:

  • Bachelor’s degree in Business Administration or related field
  • 2-5 years of experience in the relevant field
  • Experience in human resources desired
  • Experience in the field of staff training support
  • Advanced English language written and communication skills
  • Advanced computer skills
