Job Title: Senior Safety & Security Liaison Officer

Duty Station: Ibb – Taiz


International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and supports their self-reliance. International Medical Corps began working in Yemen in February 2012 implementing a range of programs in Sana'a, Lahj, Aden, Ibb and Taiz focused on primary health care, nutrition, WASH, and food security and livelihoods. Since the outbreak of conflict in 2015, International Medical Corps' interventions have focused on urgent, life-saving interventions.


  • Supervises and trains security guards and drivers placed under his/her charge by the National security manager and Country Security Manager, and enforce the Standard Operating Procedures from the organization.
  • Maintain contact list of relevant Government and Non-Government Organizations working in Ibb and Taiz.
  • Coordinate with relevant ministries GHO and MOH and authorities by ensuring that all authorizations and agreements are done and on time.
  • Develops specific contingency plans for Ibb and Taiz offices and areas of activities as dictated by the security context. This is not limited to Hibernation, Relocation and Evacuation.
  • Participates in developing Security Risk Assessments and sites assessments for new Offices, Warehouses and hotels accommodations as well as other assignments of activities locations.
  • Reports all security and safety incidents in the areas of activities, does necessary advisories related to the situation by promoting a safety culture environment for all staff.
  • Records all organization’s incidents and uploads them in IMS within the stipulated period of 24 hours period.
  • Supports the Security department team by participating during country security revision and other SOPs within Taiz and Ibb.
  • Supports the Field Coordinator to implement SOPs and security protocols and procedures in all the field offices.
  • Carry out an internal audit on all hibernation kits by ensuring that they are sufficient for all staff to cater for all emergencies or events that might lead to lock down of staff in the office /Guest house
  • Supports the Field Coordinator on incident and crisis management by giving his technical support when staff are faced with such incident’s situation.
  • He /She ensures that all safety measures regarding fire hazards are in place and fire-fighting equipments are serviceable in all IMC facilities in Taiz and Ibb.
  • He/she ensures that all staff comply all IMC SOPs, MOSS and MORSS compliance to avoid any security gaps.
  • Carry out basic safety trainings to all staff including Firefighting drills, building evacuation and new staff induction.
  • Undertakes any security-related duties assigned to him/her by his/her supervisor.
  • Is responsible for handling security equipment such as electronic surveillance and tracking devices, two-way radios and alarms.
  • Takes inventory of the assigned security equipment and ensures the devices are accounted for.
  • Reports and monitors the daily activities, prepares the schedules, writes the reports and emails.
  • Maintains safe custody of confidential storage devices assigned to him/her. In case of loss, vandalism, sabotage, theft or malfunction of any security device, s/he reports the matter to the security manager.
  • After report to his/her superior, and when of a security issue falls outside the jurisdiction of the organization, the security officer should be able to report the matter to the appropriate authorities.
  • Maintains order during emergency situations such as fires and directs people to exit points.

Working Conditions:

  • The job may also require working on different shifts even during evenings, weekends, holidays and special events, but normally follows a 48-hour a week schedule.
  • Prevention of Sexual Exploitation and Abuse: Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.


  • 4 years of experience will be preferred, in law enforcement, firefighting, military, or private security management.
  • 4 years working experience minimum (security, administration, finance or private business)
  • Field-based security and crisis management experience
  • Incident management
  • Staff supervision, good leadership skills with experience in implementing SOPs, Procedures & protocols compliance
  • Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style


  • English and Arabic languages: good speaking and writing.
  • Computer skills: good knowledge of Microsoft Word, Excel, and Outlook.
  • Must be able to solve practical problems quickly and efficiently when the need arises.
  • Able to help in writing and developing security policies and procedures for the security department.
  • Able to communicate well and be suspicious with all relevant activities for security, to gather information and report to his/her supervisor.
  • Able to coordinate for the internal organization.
  • Must possess management skills as he/she takes the place of the Country Security Manager when he is not available.
  • Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style


  • Bachelor degree in relevant field.
