The programmes and operations of UNDP Country Office (CO) in Yemen have increased significantly since 2016, with the largest delivery in 2018 of 250 M$ [200M$ in program and 50M$ in operations and UN common services]. Similar yearly delivery is projected in UNDP Country Programme Document 2019-2021, calling for a strategic shift in configuring the Country Office from a single office configuration to multiple Regional Offices in Yemen. Both, the high delivery and multiple-offices configuration dictate having important changes in the way to provide core business functions and services to all programmes and operations throughout the country as well as to all beneficiaries, partners, agencies and the UN System in Yemen. To this end, UNDP Yemen is undertaking a digital business transformation to upscale country office operations capacity throughout Yemen by digitizing its business processes, introducing a user-centric virtual workplace not tied to any geographical location, so people can work anywhere, anytime and on any device. Furthermore, UNDP Yemen will explore the utilization of Frontier Technologies to support UNDP Yemen programmes and operations.

The Business Solutions Unit has been established to be the primary unit responsible for the implementation of Country Office Digital Transformation. Under the overall guidance of the Deputy Resident Representative Operations DRR(O) and direct supervision of the Team Leader, Resources Management Team, the  Business Solutions Analyst is responsible for the design and implementation of activities related to the development of digital solutions including the integration and maintenance of CO Intranet, CRM, Business Intelligence platform, other O365 applications, Geo-mapping and other business platforms supporting CO core functions and processes. The incumbent will work in close collaboration with the CO management, other operations, projects and programme teams in the CO and Sub-Offices, UNDP HQs staff, UN agencies and partners to successfully implement transformational technology solutions and introduce new capabilities to achieve higher efficiencies and more effectiveness in delivering the services to internal clients, partners, agencies and the UN System in Yemen, by:  

  1. Automating all paper-based/email-based business procedures with optimized processes
  2. Introducing Business Intelligence and configuring Yemen CO DataMart
  3. Creating central Geo-Mapping and Satellite Imaging for its programs and operations
  4. Establishing cloud-based central archiving repositories
  5. Ensuring the security and business continuity of all locally managed business solutions and platforms

She/he engages in continuous exchange with business counterparts in order to support the organization throughout its digital evolution for meeting its current and emerging business needs.

Duties and Responsibilities

Conduct business analysis, design and implementation

  • Interact with end users within CO (Main Office and Sub-Offices) to understand business needs;
  • Conduct business analysis, process mapping, root-cause analysis and requirements elicitation;
  • Engage in conceptualization of new products and solutions, using innovation, design thinking and prototyping
  • Based on the analysis of business requirements, draft the technical design of business solutions;
  • Document technical specifications;
  • Instruct external technology partners and contractors in the implementation of the agreed specifications;
  • Implement core modules within the current technology stack of UNDP (SharePoint and O365 Suite) and integrated with UNDP Corporate PeopleSoft ERP System (ATLAS)
  • Manage small to medium scale projects, ensuring projects are clearly defined and ensuring timely progress in projects.
  • Maintains effective communications with stakeholders.

Business Solutions development and maintenance

  • Develop and maintain CO corporate business applications;
  • Develop and maintain end to end Business Intelligence (ETL, Data Modelling, Report and dashboard design, predictive analysis, AI, big data)
  • Perform impact analysis and change control and manages implementation of the changes, in liaison with internal and external stakeholders;
  • Develop and maintain interface modules between different CO business applications management information database;
  • Design and maintain interface modules between different CO business applications and UNDP Corporate ERP system;
  • Provide support in design and development of Information Management platform including tools and systems, resources, and training, GIS, infographic and spatial analysis.
  • Design CO MIS information system model (Database structure and information flow); and MIS hardware network;
  • Coordinate with technology partners and contractors about the requirements to the system changes/ development, discussing technical issues and getting the solution as per agreed contracts. 
  • Organize and perform unit, regression and integrated testing, designing and utilizing test bases; assists users in acceptance testing;
  • Ensure optimum technical performance of CO Business Solutions, upgrade or enhance existing functionalities, troubleshoot and provide continuing user support, including resolving problems (Tier III applications support).
  • Implement optimum agile release management process

Support Quality Assurance

  • Participate in the elaboration of internal procedures, mechanisms and controls to ensure stability, security and performance of systems, including unit testing and configuration management;
  • Apply software development standards with a focus on application security;
  • Ensure data security and access controls considering both local and wide area issues
  • Monitor responsiveness and robustness of usage and maintenance procedures;
  • Coordinate efforts to develop and maintain the library of system documentation and internal user manuals, training materials, and guidelines and making recommendations on improvements
  • Plan and support User Acceptance Tests;
  • Create and maintain technical documentation of developed solutions.

Conduct Service Management

  • Coordinate with the ICT Unit Team on the appropriate hardware/software platform in order to improve the performance and stability of CO Business Solutions;
  • Research and analyse new technologies and making suggestions for their deployment;
  • Coordinate efforts to develop and maintain the library of system documentation and internal user manuals, training materials, and guidelines and making recommendations on improvements;
  • Maintain and update the Helpdesk knowledge base to support internal and external users;
  • Conduct Business Solutions Change Management, Incident Management, Capacity Management, Configuration Management and Risk Management.

Required Skills and Experience


  • Master's degree or equivalent in Computer or Information Systems, Mathematics, or related area;
  • Additional certification related to Information and Communication Technology/ Project Management is desirable.
  • Additional certifications in SharePoint, CRM, Database/SQL, PowerApps and PowerBI are desirable


  • 2 years of relevant experience in developing Business Solutions and Applications and software development projects, with ability to manage technical projects involving internal and external (outsourced) teams.
  • Additional experience in the following areas is desirable:
  1. Managing the full software development life cycle (SDLC) using agile methodologies;
  2. Distributed version control, test automation and principles of continuous integration;
  3. Design and development of MIS solutions.
  4. Knowledge and experience in GIS and infographics
  5. Microsoft O365 applications
  6. Data modeling. 

Language Requirements:

  • Proficiency in both English and Arabic.
