The Job

ZOA is a Netherlands based International NGO which offers RELIEF to people who are affected by conflict or natural disasters. ZOA wants to contribute to a new perspective of HOPE in which people work together for a promising future in dignity and mutual trust. Together with the affected communities, we work on their RECOVERY until they can take care of their livelihoods. ZOA has been operational in Yemen since 2012, mainly focusing on WASH and Food security & Livelihoods interventions in Sana’a, Hajjah, Hodeidah, Al Mahwit, Aden and Shabwa Governorates. ZOA Yemen is currently seeking for national qualified candidates for:

Security Officer– 1 position

The Security Officer supports the implementation of ZOA security procedures. S/he is responsible for overseeing adherence of security procedures by all ZOA staff and visitors. The security officer provides regular advice on security situation in country ensures safe and secure implementation of ZOAs projects. S/he reports to Operation manager and country director

Key responsibilities

Security information and management

  • Continuously analyse the security situation in Yemen to support operational and strategic decision making on security management
  • Provide regular, concise and clear verbal and written security updates
  • Ensure all staff and visitors receive a security briefing and can access sufficient information to assess the acceptability of the level of risk to which they are exposed
  • Ensure that security information is recorded and analysed regularly (weekly updates, monthly reports and flash updates when required)
  • Follow up on incident reporting and ensure all incidences are recorded and filed. Inform country director and operation manager and provide advice on the way forward
  • Provide regular updates to country office and field offices on safety and security situations
  • Coordinate and participate in security related meetings and liaison with security providers

Implementation ZOA security management

  • Ensure all communication equipment is functioning and charged at all times. Ensure emergency phones are ready for visiting staff, including contact numbers and airtime. Provide advice on best form of communications
  • Develop and maintain communication trees and ensure all staff are informed on the use of the communication trees
  • Ensure up to date communication procedures for information sharing, inclusive policies on social media use and WhatsApp groups
  • Ensure SOPs are adhered to by all ZOA staff and ZOA visitors
  • Work with area managers and program managers to implement operating procedures and contingency plans for their respective program areas
  • Ensure project areas are deconflicted for project running time
  • Provide security advice to visiting ZOA staff and consultants. Provide feedback on travel requests of staff and visitors
  • Visit program offices and provide security and safety advice for offices, warehouses and accommodation (hotel and guesthouses)
  • Conduct risk assessment for new program areas, guesthouses, houses, offices, program sites, etc.
  • Provide induction of all new ZOA staff and partners on ZOA security and safety procedures and incidence reporting
  • Ensure exit procedures for exiting staff are up to date and implemented
  • Support the organisation of training of key staff in ZOA office on safety (first aid, defensive driving, etc.)
  • Ensure office, warehouse and guesthouse security and oversee functioning of the security guards

Safety

  • Ensure safety regulations for offices are implemented – security guards, fire safety and first aid procedures are implemented

Skills and competencies

  • A Bachelor Degree in Development and/or Humanitarianism, Social Sciences, Security Management or Journalism
  • Fluent in written and oral Arabic and English
  • Minimum of 3 years in security management, especially in the Yemeni context and have an in-depth understanding of the security context in Yemen
  • Good communicator, accurate and persistent in ensuring security procedures are implemented, with understanding of sensitivity and confidentiality of information
  • Received relevant security trainings, knowledge and ability to train staff of fire safety, first aid and basic security management
  • Experience in security assessments and providing security advice
  • Ability to be flexible and work well under pressure in a fast-paced team environment:
  • Experience of liaising and negotiating with state and non-state actors
  • Computer literate

Location: Aden

Start date: as soon as possible, contract until 31st of December 2020 with possibility for extension
