Location: Sana’a Office, with frequent field visits to the targeted districts in Sana’a, Amran & Hajjah.
Reports to:  Project Coordinator
Reference: HR-21-106
Duration:  Till July 14, 2022. Renewable based on fund availability and performance.
Note: Position is open  for Yemeni Nationals only.

POSITION SUMMARY:

Under the supervision of the Project Coordinator, the Project Officer (IYCF) will be responsible for monitoring the implementation of Infant and Young Child Feeding (IYCF) Corners activities and providing technical support to staff at IYCF corners at targeted HFs. The Project Officer (IYCF) will also be responsible for contributing to reporting and data collection in coordination with RI’s data management team and MEAL Department. ‎

DUTIES AND RESPONSIBILITIES: 

  • Perform appropriate assessments of IYCF needs and malpractices, do analysis, and come up with clear    recommendations.
  • Coordinates with GHOs, DHOs and health facilities managers in the implementation of IYCF services. And nominate IYCF nurses and ensure all IYCF nurses are qualified.
  • Effectively contribute to coordinate, manage, and lead the conduction of all related trainings in the program.
  • Support the establishment of the Infant and Young Child feeding friendly space (IYCF corner) and ensure it is functional at Health facility level.
  • Prepares smooth distribution plans for all items that will be delivered to IYCF corners depending on actual need at the targeted HFs
  • Ensure the delivery of all items to the targeted HFs according to developed distribution plan. And ensure the Good Received Notes (GRNs) and donation letters are correctly filled and matching the distribution plan.
  • Provide technical support and on-the-job training to the IYCF staff at targeted HFs to ensure provision of standardized IYCF counselling services to mothers/caregivers and addressing the challenges/difficulties faced by caregivers in breast feeding.
  • Train the IYCF nurses, community health workers/volunteers on how to use the IYCF and Hygiene promotion IEC materials, to enable them to deliver key messages in effective and practical way.
  • Develop innovative methodologies that will enhance effective sharing of IYCF and hygiene messages, that are acceptable and adheres to the community culture and norms.
  • Identify model mothers, explore their best experience, and replicate the best experience in order to improve IYCF practice within the community.
  • Provide guidance to IYCF nurse in health facilities and Emergency Medical Mobile Teams (EMMTs) on how to provide appropriate counseling for PLWs, OTP/SFP beneficiaries (caretakers) and mother groups on breast feeding, complementary feeding and maternal and child nutrition.
  • Identify/develop appropriate IEC materials and flash cards in local language and ensure that the materials are used during each counseling.
  • Develop project weekly, monthly, quarterly, and annual activity work plans based on the program work plan and implement activities in a timely manner.
  • Work closely with Project Coordinator and Program Manager to draft supervision guidelines to ensure quality delivery of services at targeted health facilities.
  • Mentor and coach the IYCF teams in the area of assignment, conduct regular supportive supervision visits, and participate in the provision of on-the-job training for health facility workers.
  • Assess and identify the needs in the field based on the primary and secondary data and share it with the management for future activities.
  • In close coordination with Project Coordinator and Program Manager, prepare and share weekly, monthly, quarterly and annual reports and any other reports required by RI, donors, MoPHP, GHO and local authorities.
  • Ensure successful implementation of program activities and budget management according to program outputs and results.
  • Coordinate with the Information Management Officer (IMO) to review project reporting indicators and reporting tools and ensure projects’ targets are met using indicator / activity performance tracking tables.
  • Send completion reports on monthly basis to the Project Coordinator and Information Management Officer after ensuring that they are realistic and conform to reliable standards.
  • Prepare all PRs related to IYCF budget lines, activities, and follow up with procurement and logistic team to improve supply and delivery of IYCF corners’ supplies.
  • In consultation with Project Coordinator and Program Manager, contribute to development of project proposals and project budgets.
  • Participate in relevant sub-coordination meetings/clusters, participate in collaboration and building strong relationships with other implementing partners in the area of assignment
  • Work constructively with support teams to ensure sound administrative practices concerning record keeping, compliance with donor regulations, communications, etc.
  • Work to ensure accountability towards beneficiaries and active participation of community in project activities.
  • Perform any other tasks as assigned by Direct Supervisor or Program Manager.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor Degree/Diploma or equivalent in health-related field or bachelor degree in social sciences, humanitarian assistance or business management with minimum of 1 year experience working in health and nutrition projects (Previous work experience in similar role is an advantage)
  • Training certificate in IYCF is highly desirable.
  • Two years experience working for national/international NGOs.
  • Strong project and budget management skills
  • Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from senior managers in the field.
  • Ability and willingness to travel to project sites and stay overnight as needed.
  • Strong in use of MS Office, including Word, Excel and PowerPoint and Email applications.
  • Background in training conduction or facilitation is needed.
  • Strong English and Arabic skills, written and spoken. Moreover, ability to write good quality reports. 
  • Self-motivated, results-driven and excellent sense a dynamic individual with a demonstrated ability to perform in a demanding fast-paced environment.
  • Strong skills in team management and ability to relate to and effectively motivate staff.
  • Ability to represent RI in high-level meetings 
  • Sense of neutrality and ability to work across Yemen, in cooperation with all sides of the conflict.
  • Ability to multi-task and ability to work after office hours to achieve assigned tasks as per need and priority.
  • Strong problem-solving skills.
