The IRC Yemen began its programs in October 2012. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through a local partnership in Health, Environmental Health, Nutrition, Economic Recovery Development, Education, Child Protection, and Women Protection and Empowerment. These sectors are responding to food insecurity, cholera and other humanitarian needs within the displaced and conflict affected populations

Job Overview/Summary: The Senior Child Protection Officer will lead on the implementation of the child protection activities and services in Al Dhale’e, assure quality of programming, and will work closely with the Child Protection Coordinator and the Child Protection Manager in providing support to child protection staff based in Al Dhale’e.

Major Responsibilities:

Program Management and Implementation

  • Oversee implementation of Child Protection programs in Al Dhale’e, management of budgets (budget forecasting, BVA review, and budget follow-up) and reporting in accordance with IRC and donor regulations.
  • Provide project implementation guidance for Child Protection, in collaboration with the Child Protection Coordinator and Manager.         
  • Ensure team members have individual monthly work plans prepared in advance of that month and update as necessary.
  • Promptly identify and recommend solutions to technical issues.
  • Ensure that all interventions are in compliance with the IRC’s program strategy, national policies, CP Minimum Standards, and SPHERE Protection standards.
  • Work closely with operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.

Grant Monitoring and Reporting

  • Ensure all monitoring activities are fully documented, including systematic and timely data collection and reporting as required under the grant and for IRC M&E purposes.
  • Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements, as requested by the Child Protection Coordinator.

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • Provide constructive feedback and promote staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

Representation and Coordination

  • Build strong relationships with relevant ministries, other government actors as appropriate, and other stakeholders in Al Dhale’e, establishing IRC as a key actor in Child Protection.

Position directly supervises:  SHLS Officer, SAFE Officer and CP Case Management Officer (x3)

Internal contacts: Supply chain department, HR, MEAL team

Professional Standards

  • All IRC staff are required to adhere to The IRC Way Standards for Professional Conduct and the IRC country employment policies.

Job Requirements:

  • Technical diploma or degree in social work, human rights, or related degree preferred
  • Minimum of 3 years’ experience as a child protection caseworker, preferably in humanitarian or development settings
  • Demonstrated understanding of working with children and particularly vulnerable children
  • Personal qualities: Team leader, flexible, strong communication skills with children and caregivers, analytical skills, network-builder, able to handle pressure well and work in cross-cultural setting.
  • Fluency in Arabic
  • Written and spoken English is an advantage
