1.NATURE OF THE CONSULTANCY:

The purpose of this consultancy is to conduct a gender assessment to inform gender and youth empowerment and water infrastructure rehabilitation projects in Hadramout Valley.

2.IOM PROJECT TO WHICH THE CONSULTANCY IS CONTRIBUTING:

This project is contributing to the Water for Peace in Yemen: Strengthening the Role of Women in Water Conflict Resolution and Climate Change Mitigation project jointly implemented by IOM and FAO. This project has the objective of empowering women, youth and marginalized community members to resolve conflicts over water resources to improve relations between community members and prevent the re-emergence of conflicts over water resources. More specifically, the project aims to achieve the following two objectives:

  1. Reduce conflicts over water allocation between upstream and downstream water users; and
  2. Introduce climate change mitigation measures among farmers to reduce water usage.

The approach to be used aims to have multiple impacts, including strengthening the participation of women in conflict resolution mechanisms at the local community level; increasing economic self-reliance and improving livelihood opportunities; and enhancing social cohesion. Moreover, the project will introduce drought - tolerant as well as salt tolerant planting as a climate change mitigation measure.

IOM and FAO are seeking to recruit a Consultant to conduct a gender assessment at the inception stage of the project, in order to build understanding of various gender dynamics in Valley Hadramout, and opportunities to empower women and youth through engagement in this project.

3.TASKS TO BE PERFORMED UNDER THIS CONTRACT:

Scope of the Assignment

The assignment will include secondary and primary research to assess and present findings on the below factors, amongst others deemed necessary during the inception phase:

  • Gender roles and relations in target project areas in Wadi Hadramout and socio-cultural norms that underpin these;
  • Potential social and economic inequalities in target project areas in Wadi Hadramout, including:
    • Differences and inequalities in leadership roles, decision-making and legal status;
    • Differences and inequalities in access to assets, services and resources among gender groups;
  • The opportunities and constraints that affect women’s and youth’s effective participation in agricultural activities, local producer organizations and cooperatives, water user associations and conflict resolution mechanisms;
  • The opportunities and constraints that affect women’s and youth’s access to local resources (e.g. water), production chains and markets;
  • The extent to which women have access to knowledge, information and other means of self-development;
  • Case studies, good practices and lessons learned on gender and youth empowerment in Wadi Hadramout or similar contexts.

Following primary and secondary research, and analysis of the findings, the Consultant will develop a series of actionable recommendations on ways the project can effectively engage women and youth in project activities and contribute to their empowerment.

The specific tasks under this Consultancy include:

i.Inception level tasks:

  • Conduct desk assessment of internal project documents and external publications and studies relevant to the project context and objectives;
  • Develop the study protocol, outlining details on the scope of the assessment, methodology, work plan, target population and sample size;
  • As necessary, review and amend the research tools provided by FAO and IOM, based on the context and objectives of the assessment.

ii.Field Research

  • Coordinate with local stakeholders and assessment participants/respondents to arrange field visits and data collections in target sites in Hadramout valley;
  • Conduct quantitative and qualitative primary data collection and consultations with key stakeholders in target sites in Hadramout valley as per the agreed study protocol and tools;
  • Maintain close coordination with IOM and FAO throughout the research design and implementation process and submit progress updates as requested.

iii.Report production and presentation of findings:

  • Produce a draft report based on the analysis of data and findings made during the field research and through the literature review;
  • Based on research findings, develop practical and actionable recommendations on gender and youth engagement and empowerment through the Water for peace in Yemen: Strengthening the role of women in water conflict resolution and climate change mitigation project;
  • Produce final report with recommendations, based on IOM and FAO’s review, feedback and approval;
  • Present the findings of the report and recommendations to the project team and stakeholders.

5. ORGANIZATIONAL ARRANGEMENTS

The Consultant will report to the IOM Transition and Recovery Programme Coordinator. IOM and FAO will provide some relevant background documents to supplement the Consultant’s research. Otherwise, the Consultant is expected to be able to work independently.

6.QUALIFICATIONS Education:

  • Degree in the social sciences, such as gender studies, peace-building, and public policy, or another relevant field.

Experience:

  • Minimum five years of relevant work experience, including on quantitative and/or qualitative research and analysis in the gender field;
  • Demonstrated knowledge and experience in the design of a study protocol, tools, questionnaires, interview/group discussion guides, and data analysis;
  • Demonstrated study report writing experience and skills;
  • Verifiable field research experience;
  • Demonstrated knowledge in the thematic area of women’s empowerment in Yemen;
  • Work experience in Hadramout, and excellent knowledge of the local context;

Language:

  • Fluency in Arabic and English is required
