Position: Livelihood Program Officer

The Development Programs Division closely works with country program team in identifying, planning, implementing, monitoring and evaluating development projects and programs in collaboration with local, national and international partners.

It focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent Islamic micro finance system, food security, water sanitation, health and nutrition, social cohesion and community based infrastructure projects to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the development division are to alleviate poverty and suffering of human kinds   by providing them with long term sustainable program, improve the health conditions of the targeted beneficiaries and reduce malnutrition rate of women and children in collaboration with international donors, INGOs and UN agencies                                  

Job purpose:

Under the direct supervision of the FSL Program Coordinator, the program Officer will be responsible of the program management of the livelihood projects under the FSL department.

Key Accountabilities;

Job Responsibility :

  • Provide strategic support to the livelihood projects to ensure meeting the outcomes in an integrated, sustainable manner
  • Tracking of projects implementation, progress and achievements
  • Effective tracking of indicators and precise reporting against log frames
  • Ensure a timely and quality reporting for the projects under management
  • Coordination with partners, authorities, or any stakeholders for the success of the livelihood projects
  • Initiation of livelihood projects (kick off meetings, submission of sub-agreements, etc.)
  • Conduction of review and closure meetings with revision and development of action plans for efficient projects implementation and delivery.
  • Coordination with head of offices for the field implementation in other governorates
  • Provide support to budget management and monitor monthly expenditure of the livelihood projects
  • Oversee the project expenditure and hold budget management responsibility for the project including monitoring budget vs. expenditure; ensuring that costs are allocated correctly and expenditure is spent in line with the plan and agreement with the donor
  • Support the team in developing financial and procurement planning for their designated projects
  • Work closely with the MEAL unit for the monitoring and evaluation activities
  • Keep record of lessons learned and compliance with IRY meal frame work
  • Coordinate the WASH department for WASH related activities to ensure timely implementation of projects activities to meet program’s objectives
  • Represent Islamic relief in clusters and meetings
  • Ensure that projects haveclear planning that it is reviewed periodically based on the feedback from the on-going project monitoring
  • Ensure that projects have clear monitoring framework where the progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented
  • Appropriately understand and implement Islamic Relief Yemen’s guidelines and procedures which concern procurement of goods and services, call for tenders and reporting requirements.
  • Conduct regular field visit to implement the project activities, monitor project progress, identify problem and recommend solution
  • Conducts field assessments for potential FS&L projects and programs and discuss the results with Head of program for potential funding and implementation
  • Ensure the program meets Islamic Relief and FSAC quality standards and international codes of conduct
  • Participate in need assessment and feedback to the management and data collection
  • Collect and review reports from the team and submit quality drafts to the program coordinator
  • Proper management of the team and hold regular meetings with objective agenda and productive outcomes and lead in recruitment under the sector when needed
  • Draft livelihood proposals and provide necessary related information from previous projects
  • Build relationships with donors and other INGOs in order to identify and implement quality development and emergency projects
  • Make key decisions in relation to the program implementation, and offer solutions to problems that arise during the implementation of the projects under the unit
  • Perform assigned related task by the management





  • A master Degree in Social Sciences, Development studies or related field or Bachelor’s degree with commensurate work


  • 3-5 years’ experience working with INGOs/NGOs in Humanitarian Aid in similar position
  • Experience of program cycle management, and experience in a complex and matrix-managed organization
  • Extensive experience in working for NGO or INGOs on Livelihood fields with a minimum of three years of relevant experience


  • Knowledge and proven ability of effective financial and budgetary controls
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, other organizations, communities and other stakeholders
  • Leadership qualities, motivational skills, mentoring ability and developing a team skills
  • English-language proficiency (writing, speaking and reading)
  • Very Good writing and reporting skills
  • Ability to multi-task and meet deadlines
  • Proficiency in computer applications (MS Word, Excel, Power point)
