Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
 In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.


These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and report to the Head of Unit, Chief or Finance Officer.
At this level job holders have independent responsibility for technical, specialized work including planning, organization and coordination, and setting objectives. They deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. They are expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.


Under the Direct/ Technical guidance & supervision of the Risk and Compliance Advisor and in coordination with the head of area office the incumbent will administer and oversee the roll out and implementation of the Corporate ERM, assess opportunities for,  and indicators of Red flags for Fraud and corruption, develop appropriate and effective systems/processes in order to better mitigate fraud and corruption, the implementation of WFP’s ERM Policy in coordination with technical heads of unit and the National R & C Officer- governance and Internal Controls

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Act as an escalation point in providing procedural and technical support to staff within the areas of compliance and advisory in coordination with the Risk and Compliance Advisor (RCA) in the CO. To ensure compliance with WFP policies, rules and regulations.
  2. Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to support transparent and efficient utilization of financial resources.
  3. Contribute to the monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
  4. Monitor, control and analyse general ledger accounts in order to initiate and achieve corrective actions.
  5. Remain on stand-by at all times and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on job and in the field.
  6. Coordinate all reported protection, abuse, harassment, fraud & corruption cases with both the Head of Field Office and the Risk and Compliance Head of Unit, ensuring strict confidentiality of the identity of complainants/victims of abuse/harassment.
  7. Make reference to WFP Policies, Manuals, Directives, SOPs and ensure consistency of her/his recommendations/conclusions to corporate standards/Manuals/Directives/SOPs


  1. In coordination with the National Compliance Officer/Head of Unit administer, execute, and at times lead financial and operational reviews including, but not limited to
  • Review planning.
  • Scheduling and leading kick-off meeting with the field office or with CPs.
  • Perform reviews using appropriate review methodologies and data analysis.
  • Effectively manage resources assigned to review cases/missions.
  • Monitor the inflow and review of working papers/checklists for quality and adherence to standards.
  • Set up and regularly quarterly status of IA agreed actions and compliance missions agreed action plan.
  • Drafting initial review report to the Head of Unit ensuring timely issuance of reports.
  1. Reviewing non-compliance issues and internal controls weaknesses and deficiencies through preparing a review plan, conducting onsite review and preparing reports with agreed action plan to be followed during the year.
  2. Follow up reported corruption and fraud cases involving staff of WFP, Partners and any member of the Food or Project Committees and maintain a data base for all reported cases.
  3. Support the head of field office to manage Risk and regularly report to the Country Office (Risk Focal Point/National R & C officer/Head of Unit).

  1. Completion of secondary school education. A post-secondary certificate in the related functional area.
  2. Languages: General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.


  • At least 3 years of relevant work experience in the field of auditing, accounting or Risk and Internal Control and oversight work with reputable organizations.
  • Work experience with Humanitarian Agencies, INGOs, UN, Private Sector Firms and Audit and Accounting Firms; able to link donor funding to risk and internal controls.
  • Internal control or risk management related experience.
  • Has experience analysing, interpreting data and generating reports at national level.
