Action Contre la Faim currently operates in 46 countries including Yemen globally and conduct programs in nutrition, food security, health, water and sanitation.

Job Title: WASH Program Manager

Department: WASH  

Location: Al Khawkhah (with field visits to Al Tuhaytah, Hays or other districts are necessary)

Duration:  (6) Months (Renewable).

 

MAIN RESPONSIBILITIES:

Overall objective of position

 To identify and implement high quality and relevant WASH activities with a high coverage, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.

Objective 1: Contribute to consultations on strategy and the positioning of the WASH Department

The WASH Program Manager is responsible for

  • Ongoing, thorough analysis of the humanitarian situation in respect to WASH and of the context of intervention in his/her field of activity;
  • Internal dissemination of collected information and analysis to the Field Coordinators and the WASH Head of Department
  • Participation in defining the strategy in his/her technical sector of intervention and of the sectoral strategy at national level
  • Implementing projects consistent with the ACF Charter, the ACF 2016-2020 strategic framework, the policies of WASH and other ACF sectors, positioning papers,  national strategic and other legal texts produced by ministries responsible for the WASH sector, and key international documents in the sector  (SPHERE Standards and WHO, etc.)
  • Ensuring that teams have a clear understanding of these documents
  • Participating, as and when necessary, in the development of the WASH section of the Emergency Preparedness and Response Plan (EPRP) in his/her area of intervention
  • Promoting transversal integration of the WASH sector with other sectors, in collaboration with the Field Coordinators 

Examples of tasks:

  • Monitor and analyze indicators relevant to WASH in the field of intervention
  • Integrate this analysis and the monitoring in the activity progress report (APR) on a monthly basis
  • Become thoroughly familiar with the ACF strategy (ACF 2016-2020) and that of the mission, and help to operationalize it in his/her area of intervention
  • Identify other partners in the field, with a view to improving coordination and effectiveness
  • Participate in technical and operational strategy meetings organized by the WASH Coordination colleauges or the Field  Coordinators

Objective 2 : Identify needs and contribute to project formulation

The WASH Program Manager is responsible for

  • Identifying and reporting on humanitarian needs in the field of WASH and in his/her area of intervention Including, where appropriate, target populations and local actors in the identification of needs and in the modalities of the response
  • Participation in formulating WASH programs
  • Contributing to writing the WASH sections of project proposals

Examples of tasks:

  • Carry out needs assessments (methodology, team training in the field, carrying out investigations on the ground); ollect secondary data and information supplied by the target populations; and analyze the results of need assessments
  • Write up analysis reports
  • Put forward recommendations for program design (localization, methods of implementation, context...), taking into account logistics, administration, other sectors of intervention, partners, etc

Objective 3 : Ensure the implementation, monitoring and reporting of WASH projects

The WASH Program Manager is responsible for

  • Implementation of the WASH program(s) in line with the logical framework of the program(s), the budget, and the logistical and administrative procedures of ACF
  • The quality of the programs established in conformity with the technical and project management standards of ACF
  • Familiarizing him/herself thoroughly with his/her project(s), the issues at stake, the logical framework and indicators; retaining printed copies of donor contractual documents; and sharing project information with his/her teams
  • Identifying the technical constraints associated with project implementation and proposing innovative technical solutions in response to such constraints
  • The implementation of technical recommendations concerning his/her project (given by  Head of Department, )
  • Supervising his/her programs, by means of the internal APR monitoring tools, regular presence in the field, updated project planning, monthly budget review and follow-up
  • Timely preparation of the WASH components of external and internal reports relating to his/her projects
  • Implementing safety measures for both the teams and the wider population (construction sites, community-based work…) based on ACF security and safety protocols

Examples of tasks:

  • Comply with donors’ contractual documents
  • Train his/her teams in the logical framework of the project, cross-cutting issues, etc
  • Define the various stages of the projects by reference to existing technical guidelines
  • Implement project activities with his/her teams, and make recommendations on technical methodologies
  • Prepare and apply a plan for monitoring and evaluation
  • Convene a regular meeting of the program team to monitor the progress of activities
  • Prepare a monthly APR of his/her project and other reports as required
  • Take part in the monthly budgetary monitoring exerciseEngage in the planning of needs and resources with the Logistics and Finance Departments           

 Objective 4 : Contribute to program quality and accountability processes and measure program impact

The WASH Program Manager is responsible for

  • Taking part in the impact evaluation of his/her project (external evaluation)
  • Promoting and contributing to learning and program quality improvement (internal evaluation and joint visits)
  • Following ACF complaint and feedback mechanisms, ensuring prompt reporting of complaints of concerns to the line manager or Field Coordinators
  • Ensuring that a double KAP survey is implemented (baseline/final)

Examples of tasks:

  • Arranging, participating and accompanying joints visits, inspections or evacuations,  if requested by the Field Coordinator
  • Implement the recommendations made as a result of internal and external assessments in the context of a specific work plan (quality control)
  • Provide feedback to the target population and the authorities following the impact assessment

 

Objective 5 : Participate in the coordination, representation, and partnerships of ACF in his/her area of intervention:

The WASH Program Manager is responsible for

  • Coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration
  • Participation in visits by donors whenever requested by the Field Coordinator
  • When delegated by the Field Coordinator, representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her area
  • Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
  • Reinforcing the WASH capacities of partners

Examples of tasks:

  • Participate in and contribute to internal and external coordination meetings
  • Represent ACF in forums or working groups in WASH and related areas
  • Identify potential partners

Objective 6 : Supervise and manage the team

The WASH Program Manager is responsible for

  • Participating in recruitment of  his/her team
  • Team management (leadership, monitoring, motivation)
  • Appraisal of team members
  • Staff development of team members

Examples of tasks:

  • Formulate or confirm the human resource needs for his/her activities and the organization chart of the team
  • Organizing and conducting team and one-to-one meetings on both a regular and ad-hoc basis
  • Developing and monitoring individual action plans for team members
  • Managing planning, work-sharing, and coordination of work
  • Providing appraisal interviews with team members
  • Providing technical support for the teams
  • Identifying the training needs of team members
  • Dealing with problems within the team

Objective 7 :  Contribute to capitalization and technical development in his/her sector

The WASH Program Manager is responsible for

  • Engaging in the Capitalization of program-related data and documentation of the innovations achieved
  • Dissemination of the technical and operational expertise acquired in the course of the program
  • Contributing to the upward transmission of data from the field to better inform ACF communications

Examples of tasks:

  • Compile all documents dealing with the essential techniques and methodologies involved in the projects (including beneficiary and distribution lists , etc..) for capitalization and audit purposes
  • Write a handover report at the end of the mission
  • Ensure that his/her superior is supplied with all essential documents for archiving in digital form
  • Ensure that a CD/database containing project photographs is supplied to the communications department at debriefing sessions
  • Contribute to the sharing of experience (end of mission account, interview, internet site...)

Requirements:

Qualification/level of study:

  • Bachelor Degree (in civil engineering, project management or other relevant field) from a recognized University, with a minimum of 3 years of experience in WASH sector, preferably in the humanitarian field; (master degree is an advantage)

Skills and Competencies

  • Good analytical and technical writing skills, organizational capacity,  communication ,flexibility and adaptability skills;
  • IT skills: Word, Excel, PowerPoint, AutoCAD, GIS is additional advantage
  • fluency in English and Arabic;
  •  Capacity to organize and supervise the work of the team, good human relations and diplomacy, training experience
  •  Demonstrated  technical knowledge on water quality, networks and WASH interventions, WASH in emergency; and/or strong project management experience and knowledge
  •  Capacity to establish and develop a network of professional contacts;
  • Technical knowledge on needs assessments, project formulation, monitoring and evaluation and analysis skills
  • Energetic, motivated and dedicated to ACF values

Conditions:

  • Level of the position: M2.
  • Basic salary in accordance with our National Salary grid.
  • Transportation allowance.
  • Eid bonus: a full basic salary per year.
  • Medical and life insurance coverage: Including the employee, spouse, children and parents.
