Logistics is part of our strategy for implementation with fundamental relevance on service delivery.

Logistics, Procurement and Supply Chain Management is a function dedicated to:

  • Provide the goods and services as needed by IFRC to deliver to the most vulnerable;
  • Provide services to deliver visible value to the members, improving the efficiency and effectiveness of the supply chain and strengthening its control

IFRC has presence and legal status in country since 2003 and its structure enable programme support to YRCS mandate and strategy. Given the operational context in the country, the operational plan is developed around seven areas of focus and four strategies for implementation that has been agreed with the National Society and partners in country.  Essentially, the IFRC focuses its efforts in National Society Development and aim to strongly engage in supporting Movement coordination efforts. Support to YRCS in operational programme delivery is also planned in areas of disaster risk reduction and emergency response, health and WASH.

Job purpose

Working under the Head of Country Office for Yemen, the Senior Officer Operational Logistics and Procurement shall contribute to ensuring effective operational and tactical procurement of goods and services for YRCS and IFRC.

The incumbent will ensure effective execution of operational procurement, support tendering for the country office and National Society as required, ensuring best value for money objectives are achieved.

The Senior Logistics and Procurement Officer will provide support in ensuring efficient, effective and timely availability of relief items for distribution to people in need, and accountability towards donors and target populations by backing the National Society, IFRC in all aspects of its logistics’ management ensuring high quality service that meets the needs of services users.

Close coordination is an essential component and as such the role will focus on establishing strong relationships with key focal persons across RCRC Movement (HNS, IFRC, ICRC, PNS) at country and regional level.

Job duties and responsibilities

Key areas of influence and key internal relationships include:

  • Support and implement the logistics activities for the RCRC movement within Yemen.
  • To ensure efficient and timely delivery of Logistics services for the IFRC country office, YRCS and assisting when possible other Partner NS.
  • Carry out operational and tactical procurement in-country, in strong coordination with regional operational procurement team, and strategic sourcing team.
  • Be accountable to ensure the availability of all goods and services (right quality, right price, right time) in close coordination with YRCS and in close coordination with regional operational procurement team. This role carries accountability for ensuing compliance with IFRC supply chain standards globally.
  • Charged with the preparation and issuance of local purchase orders for supplies, equipment and services.
  • Preparation and submission of Sourcing and Operational Management reports and analysis including tracking and performance tools.
  • Ensuring that global and local policies and procedures are conveyed to end users in the procurement of goods and services.
  • Contribute to the capacity building initiatives of YRCS and movement partners in Logistics Development.

Key Accountabilities

  • Responsible for managing the incoming shipments and responsible for coordinating with ICRC on custom clearance of goods.
  • Provide support to YRCS in planning, organizing and maintaining, in compliance with international logistics standards and procedures to minimize losses in any stores and/or warehouses containing stocks; supports in ensuring YRCS reports on IFRC/PNSs stocks.
  • Responsible for IFRC Fleet Management System that includes standard practices such as: monitoring fleet fuel, mileage, maintenance and other monthly vehicle cost and reports from drivers. Ensure that the necessary information related to transport/fleet management is effectively shared and communicated in the Fleet Management System (e.g. Fleetwave)
  • Responsible in planning for logistics activities including transportation management ensuring adherence to specific standards to provide high quality, efficient and cost-effective logistics transportation service that meet the needs in satisfactory manner with coordination with YRCS.
  • Provide logistics technical guidance and training to YRCS staff and volunteers to ensure the necessary capability and understanding exists to ensure best practices and compliance with necessary regulations, legislation and procedures. Moreover, offer and provide on-the-job training and coaching to YRCS logistics staff wherever requested/needed
  • To manage the provision of procurement activities for IFRC in Yemen.
  • In coordination and joint work with YRCS to directly negotiate with key suppliers within the category/procurement area to ensure the provision of the goods and services to meet present and anticipated requirements.
  • To recognize and pursue opportunities to consolidate supplier commercial arrangements across a broader range of procured goods and services for the benefit of the Federation and its internal/external partners.
  • To act as the IFRC lead within procurement service provision, providing technical expertise and advice across the global network to enable the delivery of a high quality and commercially effective procurement service provision that optimally meets the needs of the IFRC, partners and customers.
  • To lead on the delivery of procurement service improvement, best practice, continuous learning and knowledge sharing between departments and keep the unit at the forefront of innovative procurement service practices.
  • To lead internal relationship building to ensure cross-functional co-operation and integration which minimizes risk and results in high quality technical solutions.
  • To fully support the implementation of regional/global FA
  • To support external sourcing request, including but not limited to, providing inputs for cost estimates and liaising with finance department on Invoices management
  • Perform all procurement transactions as required
  • Develop a procurement planning base on the needs of the operational plan
  • Develop a robust supplier base within the country and manage the value chain complexity and risks in an uncertain environment to release total value contribution of procurement
  • Ensure full compliance of all procurement activities with IFRC.
