Position Title: Logistic Assistant

Duty Station:  Taiz inside city (Enclave ) –Yemen

Duration of Assignment: 6 months

Program / Department Summary 

The Operations Department is committed to implemented and maintain the highest standards of efficiency and integrity in service delivery to both internal and externa stakeholder. The operations department facilities procurement, manages organizations, logistics functions, fleet and assets management in line with formulated internal frameworks and being compliant with set donor regulations and guidelines. The overriding objective for all mercy Corps ‘s activity is the prompt and effective provision of materials, goods and services to mercy Corps beneficiary populations in compliance with donor specifications.

GENERAL POSITION SUMMARY:

Under the direct supervision of the Operations Coordinator, the Logistics Assistant will be responsible for the day-to-day operational aspects of logistics (transport/fleet management) inside city of Taiz. The role of the Logistics Assistant is to facilitate staff movement and to enhance the safety & security of MC staff and the protection of assets. The Logistics Assistant is required to work with people of different nationalities and cultural backgrounds in a high-paced, complex security and political environment.

ESSENTIAL JOB FUNCTIONS:

Transport/Vehicle Movement:

  • Ensure that all vehicles are safe and road-worthy 
  • Respond efficiently to requests for vehicles and input requests into the vehicle schedule. 
  • Responsible for continuous tracking of vehicle log-sheets as well as monthly compilation and submission of log-sheets.
  • Report any incidences regarding vehicle movement to Operations Coordinator and Security. 
  • Keep the Operations Coordinator well-informed on movement plans and priorities as well as any transportation challenges.

Fleet Management: 

  • Read and has clear understanding of the Mercy Corps Field Fleet Manual and all procedures. 
  • Oversee fuel consumption purchase and tracking including coordination with gas station(s).
  • Ensure that all vehicles are safe and road-worthy.  Ensure that vehicles are daily, weekly and monthly checked according to the standard checklist, as defined in the Mercy Corps Yemen Security Management Plan.
  • Ensure that all vehicles are fully functional and have proper vehicle documentation (registrations, ownership documentation, insurance papers, etc.) and equipment (first aid kits, fire extinguishers, torches/flashlights [head and hand], tow chain/rope, etc.) on-board. 
  • Organize regular service schedules for vehicles. Maintain service schedule files.
  • Track vehicle expenses in accordance with the respective logistics policy.
  • Inspect and monitor work areas, examine vehicle tools and equipment, and provide employee safety training to prevent, detect, and correct unsafe conditions or violations of procedures and safety rules.
  • Maintain administrative vehicle files for each vehicle as well as maintain the vehicle database.

Procurement Management: 

  • Perform procurement functions under micro purchases and small purchases threshold matrix;
  • Ensure highest level of compliance toward Mercy Corps and Donor policies on procurement process.

Store Management: 

  • Implement and manage the warehouse in accordance with the Mercy Corps Warehouse Policy and Procedures Guidelines. Assists, as needed in training staff on these policies and forms
  • Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts, as instructed by supervisor

Staff Management:

  • Responsible for various staff management processes, including training, assigning duties and determining drivers' schedules as well as performance management.
  • Responsible for hiring and renewal of on-call drivers and taxies for office use and initiate hiring/contracting process.
  • Overseeing and monitoring driver attendance

Other:

  • Other tasks as requested by the Supervisor or Director of Operations

Security 

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

SUPERVISORY RESPONSIBILITY:  

  • based MC drivers 
  • Rental company drivers

REPORTS DIRECTLY TO: Operations Coordinator
WORKS DIRECTLY WITH: Operations Department peers, Finance department and Inside city Taiz -based program teams 

KNOWLEDGE AND EXPERIENCE:

Education:

  • University degree in logistics or administration required or related field, with demonstrated experience in logistics

Experience: 

  • Two (2) years of relevant experience is required e.g. in transport/logistics coordination and staff management.

Language: 

  • Good written and spoken English and fluency in Arabic.

Ability to interact effectively with national and international stakeholders, and a demonstrated ability to multi-task, meets deadlines and process information to support adaptation of program activities. Demonstrated high professional work ethic, willingness, and ability to enforce compliance with Mercy Corps and donor policies. Strong commitment to teamwork and accountability. Willing to travel to project sites in rural locations on a regular basis. Attention to detail and ability to work independently.
