OBJECTIVE OF THE POSITION

The Supply officer is based in Mokha under the direct management of the Field Coordinator – West Coast with dotted line management to the Logistics manager (Aden). The Supply Officer has overall management of ensuring timely and compliant procurement in line with internal and donor guidelines. The Supply officer will work closely with the Logistics manager (Aden) and the Supply team in Aden to ensure a stable supply chain is established that will support HI to implement activities in a timely and quality manner.

Technical support: Logistics Coordinator

RESPONSIBILITIES AND TASKS DESCRIPTION

Ensure timely and quality procurement

  • Ensure timely and compliant procurement in line with internal and external procurement guidelines
  • Ensure that hardcopy and soft copy procurement documentation is accurate and archived properly
  • Provide regular and timely updates on procurement using existing HI tracking tools
  • Maintain good communication lines within the Logistics team and different departments
  • Working closely with the Aden logistics team, ensure a stable supply chain
  • Based on need – manage any domestic or potentially international customs clearances or documentation needed to ensure timely delivery
  • Develop and maintain an up to date supplier list and price list completing regular market assessments
  • In close coordination with the logistics team and based on need, support in framework agreements
  • Communicate with relevant suppliers to gather the necessary documentation for procurements (eg. RfQ, invoice, etc.) as per internal and external guidelines
  • Support Log Manager on developing, updating and implementing the Procurement Plan
  • In coordination with Finance, facilitate timely payments to suppliers

Stock management

  • Ensure effective and efficient organization for matters related to stock management including but not limited to transportation and delivery, documentation
  • Work closely with Project team to ensure that stock management and inventory is regularly up to date and ready for programmatic needs

Reporting

  • In close coordination with the Logistics manager and Field Coordinator, manage and update regular trackers including but not limited to contract, framework agreement, procurement trackers as per HI guidelines
  • Provide regular written reporting as requested by the Logistics manager and Field Coordinator
  • Support in ad hoc reporting as required

JOB CHARACTERISTICS / REQUIREMENTS:          

Qualification

  • University degree in logistics, supply chain or similar field

Experience

  • 1-3 years’ work experience in a similar field with INGOs is essential

Skills and Competencies

  • Fluent in written and spoken English and Arabic mandatory
  • Strong interpersonal skills
  • Strong written and verbal communication skills
  • Demonstrated time management skills
  • Ability to work autonomously meeting concurrent deadlines
  • Team player

Willingness and ability

  • Potential travel in and around Mokha and other governorates on occasion, stay overnight outside of Mokha City (where operations are presently based) as field movement requires

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Mokha, with frequent movements to the field
  • 30 day leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
