BACKGROUND

International Medical Corps has maintained a presence in Yemen since 2012, providing lifesaving support to people in need. In 2015, International Medical Corps transitioned its development-focused nutrition and health interventions to a rapid emergency response in order to provide lifesaving health and nutrition support to the people due to the ongoing humanitarian emergency. International Medical Corps so far has expanded its integrated health, nutrition, food security, and WASH activities to the most severely affected governorates in the country.

JOB SUMMARY

The position will be based in Aden field office, with 50% of the time allocated to field sites, providing guidance, supportive supervision and monitoring Nutrition programs implemented by International Medical Corps in Southern governorates (Al Dhale’e, Lahj and Taiz) of Yemen in accordance with set standards and protocols.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Programme Planning, Management and Development:

  • Provide technical and management oversight and supervision of International Medical Corps nutrition interventions in the Sanaa Governorates of Yemen
  • Ensure that all nutrition programme targets are reached in accordance with agreed programme objectives, as per contracts with donors, in line with the overall programme approach, ensuring integration with other programme activities, and in line with IMC’s approaches and policies, and international best practices.
  • Ensure that all resources (nutrition staff) are in place to implement the projects project in accordance with CMAM and IYCF country guidelines, work plans and realistic timeframes and milestones agreed.
  • Carry out regular field visits to inspect CMAM and IYCF activities and organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Nutrition Coordinator and Field coordinator as part of a continuous programme review and improvement process.
  • Monitor Nutrition project activities to ensure the quality and capture the impact of project activities, while making necessary adjustments to project activities and work plans if necessary in a timely manner.
  • Contribute to the preparation of project budgets, funding concept notes and proposals for grants and contracts through analysis of field data and actual costs incurred on activity implementation, under the strategic guidance of the Nutrition Coordinator and Field Coordinator. This includes background research, stakeholder analysis, data collection and analysis, consultation processes, development of narrative, development of budget and production all associated documents to a high standard in accordance with donor requirements.
  •  Oversee the preparation of high-quality donor narrative reports for project activities in a timely fashion.
  • Monitor and manage relevant programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with International Medical Corps financial procedures and Donor requirements.
  • Contribute to all aspects of the programme e.g. integration of equality, protection, and disaster risk reduction and ensure programme are implemented in line with IMC minimum humanitarian standards

Human Resources and Capacity Building

  • Train IMC nutrition staff in donor requirements and compliance rules under specific contracts, in collaboration with IMC finance, logistics and Compliance departments
  • Lead and manage staff, contributing to their capacity building and career development.
  • Provide technical support and on-going on-the-job training and coaching to staff
  • Regularly review and recommend staffing structure reviews to the Nutrition Coordinator.
  • Ensure that all staff is aware of and comply with IMC’s policies and procedures.
  • Monitor and review performance of staff line managed and hold staff accountable for meeting the success criteria.

Accountability

  • Participate in the design and implementation of accountability and quality initiatives ensuring that they are integrated into the programmes.
  • Adhere to and promote accountability, and ensure compliance with the requirements of IMC’s Code of Conduct, Programme Participants Protection Policy, Anti-Fraud Policy and Core Humanitarian Standards (CHS) to ensure maximum protection of programme participants and the efficient and transparent use of IMC’s resources.
  • Undertake other related duties as may reasonably be assigned by the Field Coordinator

Coordination and outreach

  • Participate proactively and contribute in relevant coordination forums, working group and cluster meetings.
  • Represent IMC and its multi-sectoral livelihoods programme in relevant fora, including donor meetings, and with local authorities.
  • Share information on IMC activities and intervention and promote good relations and collaboration with other actors working in the area.
  • Prevention of Sexual Exploitation and Abuse: Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

QUALIFICATIONS

This position demands a highly organized and dynamic individual with a demonstrated ability to achieve results in a demanding environment.

  • Degree level in social sciences or other related discipline such as medicine, Public Health, nutrition.
  • Minimum 3 years in humanitarian programming experience including at least 2 years at Nutrition project management level
  • Experience in Monitoring and Evaluation (M&E) techniques and a good grasp of project cycle management.
  • Experience working collaboratively with a variety of stakeholders including local authorities, partners, and other I/NGOs.
  • Very strong English writing and verbal communication skills.
  • Good team player, flexible and politically and culturally sensitive.
  • Excellent computer skills, including Microsoft Office.
  • Ability to speak Arabic is an asset.
