Location: Sana’a with frequent visits to field bases.

Purpose of division:

The WASH department works with country program team in identifying, planning, implementing and evaluating of WASH projects/programs in collaboration with local, national and international partners, The aim of WASH department is to improve  the health and socioeconomic well-being of conflict affected communities by reducing the  incidence of water- and sanitation-related diseases through sustainable safe  water, sanitation, and hygiene practices.

Job purpose:

Under the supervision of WASH Coordinator, Hygiene Promotion Officer will be a roving staff ( Based in Sana’a: 80% Roving to different field bases in (Hodeida, Amran, Hajjah and Aden), will be responsible for coordination’s all Hygiene Promotion activities according to strategy, proposals and budgets, will be responsible for leading hygiene promotion team in planning, implementing, supervising and organizing the entire project interventions. of Islamic Relief Yemen in the target governorates. The post is specifically oriented towards the WASH emergency response in the context of the crisis in the governorates, and special attention will be made ​​on the integration of the WASH sector in other core sectors of Islamic Relief such as nutrition, health, food security and livelihood.


Needs Assessments

  • Design, plan and implement of WASH hygiene needs assessments, including personal interviews at household level, facilitation of focus group discussions, site visits, and meetings with key members of community.
  • Work with WASH Coordinator in developing hygiene promotion assessment tools and supporting field teams in conducting hygiene related assessments.
  • Support field teams in development of technical evaluations, studies and preparation of hygiene promotion activity budgets for proposed WASH proposals.
  • Take technical lead in conducting KAP surveys, PDMs and any other hygiene promotion related assessments.

Hygiene Promotion Technical Support:

  • Works with field teams to identify and recommend appropriate hygiene promotion methodologies.
  • Provide onsite technical support /advice to hygiene promotion teams on effective hygiene promotion approaches.
  • Work with the WASH Coordinator in development of technical guidelines, hygiene promotion SOPs and hygiene promotion strategy.

Program Design and Implementation

  • Lead in designing, planning, implementation and following-up of hygiene promotion activities such as:
  • Training of trainers in hygiene promotion (for community volunteers, WASH committee members, health workers)
  • Liaise and coordinate activities with community health workers.
  • Contribute to develop and preparation of WASH concept notes
  • Work with the WASH Coordinator in reviewing and preparation of new WASH proposals.
  • Coordinate with WASH engineer Officer, the WASH Program Officer and ensure hygiene promotion activities remain and integral part of the WASH program.
  • Support hygiene promotion assistants and ensure activities are implemented as planned.
  • Support field teams in developing hygiene promotion activities action plans for project implementation.
  • Review all hygiene promotion program activities with the field hygiene promotion teams in coordination with the WASH Coordinator and Area managers prior to commencement of activities.
  • Work with hygiene promotion teams to track all hygiene promotion activities in various projects and ensure set objectives are met.
  • Develop and roll out new hygiene promotion approaches including IEC materials.
  • Provide onsite technical support /advice to hygiene promotion teams on effective hygiene promotion approaches.
  • Implement hygiene promotion initiatives appropriate to the context. This will involve working in close collaboration with engineering colleagues to ensure that technical and social aspects of water and sanitation programming are closely integrated with colleagues to maximize the potential for cohesive programming.
  • Undertake field visits to verify quality of hygiene promotion activities and provide recommendations for improvements.
  • Ensure hygiene promotion activities at both community level and health facilities levels meet set standards.
  • Initiate the procurement processes for all Hygiene training materials, maintenance materials, and hygiene kits for distribution, based on WASH sector recommendations and while ensuring compliance with policies and procedures.
  • Participate in WASH/health cluster meetings at governorate and national level when necessary.
  • Ensure gender equity and social inclusion in all aspects of WASH interventions.
  • Work closely in particular with engineering colleagues design, implement and monitor the hygiene promotion component of WASH interventions ensuring that despite the rapid onset and sometimes very short interventions, the community is involved in all decisions.
  • Assist WASH Engineer in preparing drawing/design/BOQ of latrines for HFs.
  • Ensure women and men in the affected populations are involved in the planning, implementation and monitoring of public health activities and play a key role in making sure those communities are informed and consulted about Relief International’s work and have opportunities to give their views on programme activities.
  • Ensure that all work is carried out in a way that is sensitive to community needs and promotes the full and equal participation of women. As much as possible ensure that an empowering approach to working with communities is employed rather than one, which relies on didactic message-based methodologies.
  • Work with others to ensure that gender, protection and HIV mainstreaming cross cutting issues is addressed in public health initiatives.
  • Represent Islamic Relief Yemen in hygiene/health promotion related WASH technical working groups and provide feedback to WASH Coordinator and head of offices.
  • Coordinate with the different WASH/Health related ministries both at national and field level to ensure hygiene promotion activities are harmonized with national and cluster guidelines.

Monitoring, Evaluation, Accountability and Learning

  • With the WASH team implementation of initial and final KAP surveys (Knowledge, Attitude, Practice) and PDM survey (Post Distribution Monitoring) for kit distributed
  • Collection, consolidation and reporting of weekly hygiene and health related data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analysis performed)


  • Weekly/monthly reports to WASH Coordinator.

Integration, Coordination of Cross-cutting Aspects

  • Coordinate WASH hygiene activities with other sectors of Islamic Relief, in order to integrate activities in the same geographical area and for the same beneficiaries
  • Coordinate local level hygiene activities with Public Health Department at district level.
  • Ensure the integration of gender, child protection, HIV, people living with disability, environment and other crosscutting issues to the design, implementation and development of Hygiene promotion activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.                                                                                          



Education to BSc level in Public Health, or a related subject, or equivalent field experience



  • Professional experience of 3 years minimum, among which 1 years in a field related to public health, managing multi donor hygiene promotion projects, including minimum of a year working in WASH-related humanitarian programmes, especially community led to total sanitation (CLTS) and communication.
  • Organization, coordination and planning skills
  • Strong computer skills (MS Word, Excel, Power point)
  • Ability to listen and adopt
  • Good interpersonal skills
  • Fluent knowledge of written and oral in English. Fluent knowledge of local language
  • Knowledge of integrated WASH and linkage between hardware and software an advantage.
  • Experience in community mobilization, hygiene promotion at both community level and in institutions like health facilities and schools an advantage.
  • People management skills and demonstrated ability to lead teams.
  • Demonstrable commitment to gender-sensitive practices
  • Ability to spend extended periods of time in field conditions.
  • Yemeni National


  • Direct experience in the geographical area targeted by Islamic Relief.
  • Experience working with an INGO/NGO
