ORGANIZATIONAL CONTEXT

Job holder will report to the Head of Area Office or the Head of programme. Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or CO level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: For Advanced University Degree holders: At least 5 years of professional work experience, including 1-year post-graduate experience in related fields.

For First University Degree holders: At least 6 years of professional work experience, including 3 years post-graduate experience in related fields.

  • Language: Fluency in both oral and written communication in Arabic & English languages
  • Nationality:  Yemeni National only

KEY ACCOUNTABILITIES (not all-inclusive)

1.    Represent WFP and attend meetings with the UN and other multilateral bodies, NGOs, member states, taking notes, sharing information, and supporting joint information programmes to increase WFP’s profile, and protect its interests.
2.    Maintain effective relationships with member states, UN agencies, NGOs, host government and other partners, to keep them informed on important, strategic operational WFP issues. Provide information to these actors on strategy, design, relevance and impact of programmes, organizing and planning meetings with them to advocate the work of WFP.
3.    Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met. Facilitate strengthening of partnerships amongst UN Agencies, NGOs, line-ministries and donors. 
4.    Identify capacity gaps and help develop capacity building of key government counterparts/line-ministries and partners as required. Ensure providing support and facilitation in liaison and coordination with Aden Area Office management/CO senior management and Partnership Unit to clear and sign LoUs/MoUs between WFP and Government authorities 
5.    Gather inputs from WFP that contribute to inter-governmental/inter-agency work, to ensure that WFP positions are properly explained and considered in decision making.
6.    Working closely with the concerned government authorities as well as Coalition Forces to facilitate access for WFP operations, including clearance for the transported goods, staff/contractor’s movement, etc. in the area of operation.
7.    Spearhead negotiation with government counterparts/line-ministries to get necessary approvals/clearances to maintain operation capability and implement the mandate of WFP in Yemen.
8.    Review all LoUs for government counterparts, negotiate with government authorities within WFP principles, share with the management an advice on legal issues and how to link it with the basic agreement. Facilitate credential papers for WFP CD.
9.    Facilitate customs clearances and other clearances, as mandated by the member state, for incoming consignments, including food and non-food items, for WFP’s operations.
10.    Coordinate with government authorities and provide support in planning and organizing high profile missions to the Area Office and hold meetings with high-level government officials (Prime Minister, Deputy Prime Minister, Ministers/Vice Ministers and Governors etc.) 
11.    Ensure timely submission of distribution plans to line-ministries and coordinate with Ministry of Interior and Southern Transitional Council/Support and Security Belt Forces to facilitate food loaded trucks to move on to the target governorates/districts and also follow-up with the Logistics Unit for commodity deliveries and WFP partners in timely distribution of food baskets/rations to the needy people. 
13.    Keep the management informed on political development in Southern Yemen.
14.    Undertake/Perform any other duties/tasks designated/delegated by the HoAO.

  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
