FMF is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio economic situation in Yemen since 2012.

FMF will implement a UNHCR funded project entitled: ‘Provision of life-saving protection services to IDPs and conflict affected PoCs in south Yemen’ to respond and address the protection needs of IDPs, Returnees and conflict-affected community in South of Al-Hudaydah, West Taiz, Al-Dhale'e, and Shabwah.

Position Summary

The Protection Assistant supports and leads the implementation of all protection field activities in area of responsibility. With the help of Junior Protection Assistant and close coordination with Protection Officer, Legal Assistant, CBPN Officer and Assistant, CBI Assistant, and M&E Assistant, the Protection Assistant supervises Protection Monitors, Case Management Supervisors, Social Workers, Lawyers, M&E Field Monitor and CBPN members, to organize and manage all activities on the ground, ensuring high quality and timely performance and the achievement of targets.

Position description/ key responsibilities:

  • Ensure the overall qualitative and timely implementation and report of the protection activities in area of responsibility.
  • Lead and supervise Protection Monitors, Lawyers, Case Management Supervisors, and Social Workers to implement protection assessments and protection monitoring activities, and provide legal assistance.
  • Closely coordinate with Protection Officer to ensure quality Case Management assistance through monitoring case management activities, managed by the Case Management Supervisors and Social Workers, and regularly support in updating Service Mapping to timely undertake internal and external referral mechanisms, including links with Service Providers and other stakeholders in the area.
  • Work with the CBI Assistant to ensure provision of required beneficiary lists for emergency cash assistance referred by Case Management Supervisors, and Social Workers in accordance with vulnerability established criteria.
  • With the support of Legal Assistant, ensure lawyers to provide quality legal assistance and support the legal information and awareness-raising sessions on relevant topics.
  • Support the CBPN Officer and Assistant with activities implementation in the areas of intervention through monitoring the mobilization of CBPNs, referral of cases, flagging out the protection issues in area of intervention, and strengthening FMF’s relationship with IDP and host community leaders and local actors through regular field visits with the aim to maintain smooth access to targeted areas and persons.
  • Support the Protection Officer in drafting of monthly work plans for the field visits to ensure field presence and carry out regular monitoring and assessments, ensure a permanent monitoring of project's field activities for better and improvement of the quality of the project’s protection interventions, and document of all IDP sites in areas of intervention, manage contact lists of sites and community focal points to ensure extensive and thorough protection monitoring with good outreach to the IDP community.
  • Conduct rapid assessments in the field with the protection monitoring teams to monitor the protection needs of newly IDPs, when needed and requested, and review and compile weekly reports from protection teams on their field visits through observation and findings.
  • With the guidance of Protection Officer, undertake training and coaching on the job for the mobile protection teams on various protection related topics.
  • With direct guidance from Protection Officer and Data Management staff, provide capacity building on the use of smart data collection tools to staff.
  • With the help of Junior Protection Assistant, ensure regular internal meetings with all filed staff in order to organize and plan activities, listen to staff feedback, inform them of ongoing activities or changes, and track project indicators.
  • Attend any coordination meetings at AoR's level, and share minutes of meetings with Protection Officer and Senior Protection Officer.
  • Closely coordinate with local authorities to assure smooth implementation of activities.
  • Follow HR procedures for all field staff, provide training to staff on procedures and their role to attain full understanding of the project activities and objectives, and ensure timely submission of documentation to HR and leave management.
  • In coordination with the teams, regularly submit cash requests, when needed and according to project budget and needs to Protection Officer and Senior Protection Officer for smooth implementation of activities, take responsibility for the spending of cash and the procurement of small items, such as refreshments for FGDs and awareness sessions, and the submission of pending documentation completed and accurate for clearance
  • Share monthly/weekly movement plans or missions, and coordinate the field teams' movements on the ground and ensure cost effective use of available resources.
  • Collect information in order to report on trends and changes in protection concerns, ensuring safe and confidential data management, maintain confidentiality of beneficiaries' database with the support of Data Management staff, undertake data management and weekly, monthly reporting to Protection Officer and guarantee consistency of the data to allow for smooth reporting mechanisms, using data collection formats.
  • Ensure smooth communication and coordination with local authorities and community leaders and other humanitarian actors on the ground.    
  • Provide ongoing oversight, leadership, and guidance to the staff teams to ensure that the projects meet high quality and best practice standards and prioritize the safety and security of beneficiaries and staff.
  • Strengthen and ensure communication among the projects’ field teams, ensuring that there is an overall link between the different project components.
  • Provide objective feedback with regards to staff performance through evaluation of performance and delivery against jobs' descriptions, expectations and areas for growth and professional development, and promote and share ideas for technical improvement.
  • Timely flag out any challenges or constraints during field activities implementation to the Protection Officer and Senior Protection Officer and provide suitable solutions and mitigating measures proposed or to be implemented.
  • Perform any other tasks as assigned by the supervisor.

Position requirements

  • A university degree in in social sciences or any other relevant subject or any related field.
  • 2 years of experience working with NGOs, particularly in the protection sector.
  • Experience in supervising field staff in challenging situations, carrying out professional team management, and providing capacity-building and training
  • Strong experience working in protection in a humanitarian/recovery, complex and volatile contexts.
  • Strong understanding of humanitarian principles and protection guidelines, and familiarity with case management principles, standards and procedures.
  • Experience in mainstreaming protection concepts within a humanitarian operation.
  • Strong organization, collaboration, representation and negotiation skills.
  • Demonstrated leadership and interpersonal skills.
  • Knowledge of the area of responsibility and understanding of local communities and customary rules.
  • Excellent observation, analytical and report writing skills.
  • Prior experience in working and/or coordinating with other humanitarian organizations.
  • Native Arabic and strong English skills are essential.
  • Strong knowledge and skills of computer and prior experience working with smart data collection tools such as KOBO.
  • Readiness to commit and adhere to the values, mission and vision of FMF.
  • Be available for regular trainings provided by FMF and support in identifying staff training needs.
  • Respect confidentiality of data and information.
  • Attention to details and ability to communicate professionally and effectively - practical and problem-solver.
