Teacher / Educator Profile and Capacity Assessment Study

Consultant Terms of Reference

Background

Gateway to Education, a five-year educational project funded by the United States Agency for International Development (USAID), seeks to ensure safe and equitable access to quality education through the formal school system for Yemeni boys and girls, in both host and IDP communities, and those with special needs across five governorates in both the North and the South of Yemen. Gateway is supporting the Ministry of Education (MoE) to strengthen each actor of the learning ecosystem with ongoing trainings and follow up; developing materials to support literacy, numeracy and active learning.

Creative Associates International is responsible for strengthening institutional capacities in Yemen as part of this project. The teacher/educator profile and capacity assessment study represent a key activity in the strengthening of educational management systems. Creative Associates is seeking the services of a consultant to conduct the teacher/educator profile and capacity assessment study. 

Study objectives

The purpose of this study is to provide a more detailed understanding of the current teaching force, including school directors and other education leaders at the school and district levels. The study will inform Gateway/MOE’s proposed approach to teacher and school leadership professional development that aligns to the TEP and builds on existing structures and systems required for quality teaching and learning in the classroom.

The consultant will provide technical expertise in designing and conducting applied qualitative, and quantitative educational research, analysis of collected data and final report writing to the Yemen Gateway to Education project. The consultant will work closely with Gateway technical team who will collaborate with the project Task Teams in the North and South to collect and analyze data.

Estimated period of performance: 1 October 2020 – 31 December 2020.

Estimated Level of Effort: 30-40 days.

Phase 1: Developing instruments, study tools, and enumerator selection criteria

Deliverables

  1. The following documents should be produced by the consultant:
  2. Final research design and data collection plan in Arabic and English.
  3. Data collection instruments and enumerator training materials in Arabic.
  4. First draft of the study report in Arabic and English.
  5. Executive summary of the report in Arabic and English.
  6. Second draft of the study report.
  7. Complete data sets of all data collected.
  8. Power point presentation.
  9. Final study report in Arabic and English.

Milestones and Expected Deadlines:

  • It is expected that the study will commence by 1 October 2020 and will continue through 15 December 2020. The estimated deadlines for milestones are:
  • Complete study design, methodology, and resources needed by October 15, 2020.
  • Data collection completed by November 15, 2020
  • Data analysis and daft report by December 15, 2020.
  • Final report on December 31, 2020.

Reporting

The research study will be managed and supervised by the Gateway Senior Technical Advisor and the external consultant will report directly to the Gateway team. This includes the submission of all deliverables, documents and invoices. The study will be guided by the Gateway Continuous Professional Development (CPD) Task Team, who will review study objectives, methodology and instruments, assist in selection of enumerators, and participate in interview and focus group meetings as feasible.

Consultant Qualifications

The credentials and work experience of the consultant is anticipated to be as follows:

  • Masters’ degree or higher in education or related fields.
  • At least eight years’ experience in applied qualitative and quantitative educational research.
  • Evidence of field experience in education programs and mixed methods research
  • Good writing, presentation, and communication skills
  • Good training skills
  • English language fluency (speaking, reading and writing) preferred. Arabic language fluency required.
