Job Description

For our program in Yemen, we are looking for a MHPSS Coordinator, the position will be based in Sana with frequent field visits (basic at least one visit every 2 months).

I. Introduction to MdM

Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

JOB SUMMARY/ PURPOSE OF THE ROLE

The MHPSS Coordinator (MHPHSS Co) is in charge of the design, implementation, follow up, and supervision of the different Mental Health and Psycho-Social Support (MHPSS) activities in Yemen in coordination with MdM team and partners (INGO, NGO, health authorities...).

S/He technically manages MHPSS supervisors in Sana’a, Aden, and Marib who will be under his/her functional supervision.

The MHPHSS Co is in charge of:

  • Designing, with close coordination with Medical Coordinator, MHPSS activities in northern and southern governorates of Yemen based on on-ground field assessment, gap analysis and actors mapping in accordance with international standards and MdM MHPSS Frameworks
  • Support the inclusion of social and psychological considerations in programming, evaluating the needs and designing activities in a cross-cutting approach, working closely with other sectors
  • Ensuring strategic management of MHPSS program component in Yemen
  • Ensuring capacity building of medical and MHPSS team through organization of formal trainings and through coaching
  • Ensuring close coordination with UN agencies, NGOs, MHPSS local partners and local authorities in MDM area of intervention
  • Ensuring the mental health and psychosocial support (MHPSS) activities are designed, implemented in all governorates, and integrated within the PHC activities as per MdM MHPSS framework and according to project(s) requirements.
  • Ensuring internal reporting and internal communication related to MHPSS program

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. MHPSS program management

  • Ensure achievement of MHPSS strategic plans and donors program targets according to the needs, MdM policies, national, international standards, and available funds
  • Ensure a proper design of MHPSS program activities in all MDM areas of intervention in Yemen according to updated field assessments and actors mapping
  • Ensure that MHPSS program design is cultural-adapted, and activities are prioritized according to the identified needs, with an emphasis on group, community-based PSS activities
  • Validate and ensure implementation of the MHPSS operational action plan prepared by MHPSS Supervisors in collaboration with the coordination team
  • Supervise the development and implementation of evaluation systems; supervise and monitor data collection processes and analyze MHPSS data on a regular basis and set up corrective measures in case of need
  • Create and adapt data collection tools and ensure data protection during management of cases by MDM team or during referral to another partner
  • Ensure supervision of the MHPSS teams for monitoring the quality of delivered services
  • Ensure that the MHPSS program reacts to any change by adapting if necessary (outbreaks, new needs arising, opening of new programs, influx of IDPs, etc.)
  • Ensure integration of MHPSS component of the program in MDM medical country program and PHC activities
  • Ensure MHPSS program budget is consumed according to plan by close coordination with the finance department
  • Ensure inclusion of social and psychological considerations in services provided to GBV survivors and linkage to referral pathways to other GBV actors for non MHPSS services

2. Capacity building and technical support

  • Participate in the recruitment of the staff under his/her technical responsibility
  • Provide technical inputs/support to MHPSS Supervisors and participate to their annual appraisal
  • Develop appropriate training objectives, planning, contents and didactic materials for MDM and non-MDM personnel
  • Train MDM national staff on the inclusion of social and psychological considerations in services provided, in a cross-cutting approach
  • Conduct theoretical and on the job training for MDM health facilities supervision teams
  • Sensitizes the medical staff of the supported health facilities to psychological and psychosocial issues
  • Train the relevant staff on the referral system and the reporting tools
  • Train new staff, provide guidelines and tools when a new recruitment takes place

3. Coordination and reporting

  • Coordinate with Medical coordinator and Field Coordinators for involvement of Medical Supervisors in the follow-up of MHPSS activities
  • Collect and consolidate data from the different bases and provide an analysis
  • Contribute to donor and internal reporting
  • Propose adaptations regarding the program if needed
  • Participate to coordination meetings
  • Represent MdM in relevant external meetings including but not limited to MH clusters and working groups
  • Participate to any assessment needed to develop MdM program and MH activities

CONDITION OF THE JOB:

Visit to intervention areas/bases as and when required as well as on periodic basic at least one visit every 2 months (not exceeding 3 months period)

PROFILE REQUIRED

Main skills

 Technical

  • Proven pedagogical and psychological technical expertise
  • Understand a healthcare system (including organisation, curriculum of medical/MHPSS profiles and national healthcare programmes) and summarise the broad outlines
  • Understand the integration of social and psychological considerations in a healthcare system (comprehensive model of care, patient centered approach)
  • Understanding of integrated approach in MHPSS is mandatory (cross-cutting approach)
  • Plan and quantify MHPSS activities
  • Define MHPSS needs within primary healthcare and adapt operational activities to the new field constraints

Education / Previous professional experience required

  • Mental health professional (psychologist, etc.)
  • Master’s in Public Health is desirable
  • Minimum 3 years’ experience of work in MHPSS programs in humanitarian emergencies/context with both individual counselling and Psycho-Social Support activities
  • Experience to build up local partnerships
  • Training in transcultural approach is highly desirable
  • Knowledge of public health issues
  • Good training abilities

  • Previous supervisory and management experience
