Organizational Context and Scope:

Working under the overall supervision of the Programme Manager (DTM) and the direct supervision of the Database Officer (DTM) and technical support from the information management team, the incumbent will implement and manage Geographic Information Systems (GIS) in support of large scale data collection and reporting activities.

Core Functions / Responsibilities:

  1. Support the Database Officer in developing, implementing and administering Geographic Information System (GIS) as required.
  2. Assist in the preparation of reports on displacement trends, needs assessments and programme activities.
  3. Develop data collection tools and/or data entry tools to ensure accurate and reliable Geographical data are collected, stored, and submitted in a timely manner, to be further processed.
  4. Support the Database Officer in the development of a GIS system for the production of database-related maps.
  5. Provide user support, guidelines, and training materials and organize training sessions on the deployment, use, operation and maintenance of GIS to programme staff and implementing partners. Supporting the Database Officer to contextualise the above mentioned to the country.
  6. Assist in the preparation and development of GIS reports for displacement trends, needs assessments and programme activities using the programme various databases.
  7. Implement proper backup, restore, data validation, and security procedures to ensure data consistency, integrity and availability, while guaranteeing the respect of IOM Data Management Policies, specifically regarding confidentiality and destruction of data.
  8. Visit field offices to provide technical support to the usage of GIS.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience


University Degree/Certficate in Geography, Computer Science or GIS related field from an accredited academic institution.

Knowledge of ArcGIS, ArcInfo, ArcView, GeoServer and PostGIS database and common software applications such as Word, Excel, PowerPoint, Access, and the Adobe Creative Suite.


  • Minimum Six Years (For Years for University Degree Holders) in GIS, preferably in an international, non-profit environment.
  • Demonstrated ability to maintain integrity in performing responsibilities assigned;
  • Experience in GIS in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;
  • Ability and flexibility to travel frequently to required governorates. Effectively coordinates actions with other implementing partners;
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country or regional objectives.
