Organizational Context and Scope:

Under the overall supervision of the Programme Manager (DTM) and direct supervision of the Project Officer (DTM); and under in technical guidance of the Information Management Officer (DTM), the successful candidate will be responsible and accountable for managing the field team and data collection for DTM activities in Yemen.

Core Functions / Responsibilities:

  1. Supervises Governorate Focal Points and field staff including monitoring daily workloads, performance, attendance and other areas according to IOM Yemen and DTM policies and procedures.
  2. Monitors staffing levels according to operational needs in governorates of responsibility.
  3. Develops performance management systems that support consistency in work outputs and accuracy in data collection.
  4. Oversees data collection activities in close coordination with IOM staff, field staff, local and national authorities, and relevant partners.
  5. Regularly monitors and evaluates data collection activities, ensures quality control checks are conducted to identify errors, and provides feedback to staff and other departments for necessary improvement and adherence to IOM and DTM guidelines.
  6. Provides administrative support for DTM field operations including HR, Logistics, Procurement, and Finance.
  7. Develops and conducts training and capacity building for Governorate Focal Points, field staff, and relevant partners on DTM guidelines and methodologies as well as other areas relevant to DTM.
  8. Evaluates and assesses training needs of field staff and takes the lead in organizing and providing trainings on a regular basis.
  9. Prepares narrative reports regarding the implementation of DTM activities on a weekly basis, as well as displacement trends, needs assessments and other programme activities on a regular basis.
  1. Supports the technical development of data collection systems, as well as the analysis of data to ensure DTM reports are accurate.
  2. Provides technical support in assessment and survey designs including identifying sampling frame, methodology, and sample size based on the objectives as well as the available resources for implementation.
  3. Conducts field visits to monitor DTM activities and ensures compliance to data collection guidelines, and represents DTM on a local or national level with partners, authorities, and other relevant stakeholders.
  4. Keeps abreast on DTM methodologies, as well as other stakeholder and interagency assessments, reports, and relevant material related to displacement and migration events.
  5. Perform such other duties as may be assigned

Required Qualifications and Experience


University degree in Business or Public Administration, Information Systems, Information Technology, Systems engineering and/or Public Health, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution.


  • Minimum 5 years of operational experience in an IDP, Refugee, or Migrant related field. Minimum 2 years of experience in supervising staff remotely.
  • Work experience in research, data collection, and data quality control methods, tools, and techniques.
  • Work experience in liaising with governmental authorities, other national or international institutions, and NGOs. Good knowledge of UN, IOM and NGO mandates and programmes in humanitarian responses, especially in administrative policies in HR, logistics, finance and procurement.
  • Good level of computer literacy in applications such as Adobe Creative Suite, Azure, SQL, PowerBI, or data analysis tools
