The Job

Job Title: Senior Community Health Officer

Duty Station: Ibb/Taiz


IMC Yemen is currently supporting health care interventions integrated within a wider multi-sectoral program which includes WASH, Nutrition and FSL with an over-arching and mainstreamed protection sector. The position will be needed to oversee community health programming within the operational areas managed by the base office in Ibb which includes areas administered under the DFA government in Ibb and Taiz.


The position holder is expected to lead the community health component of the health care intervention within the target program locations. He/She will provide programmatic and technical oversight for community health volunteers through community health Officer and community health supervisors and in coordination with the medical officer, ensure that community referrals are facilitated ensuring that needed services are reached by referred beneficiaries.



  • Guide the community health officer and supervisors to manage community health volunteers within their respective catchment areas
  • Provide constructive feedback about community -based activities to health officer and supervisors and community health volunteers
  • Ensure that the ICCM -trained CHVs adhere to the national protocol for ICCM, using received medical and non-medical commodities in the conduct of their activities
  • Ensure that the CHV supervisors and all CHVs adhere to the minimum safety standards for the prevention and control of COVID-19 within the community and nearby health facilities

Capacity Building

  • Responsible for his/her own personal and professional development by regularly attending learning opportunities online or face-to-face
  • Take lead in identifying professional and technical training needs for his/her team
  • Provide a site-specific training plan according to training needs assessments for health service providers in collaboration with relevant health authorities such as the GHO and DHO
  • Coordinate and organize relevant trainings for community health volunteers in consultation with the health program manager

Reporting to include Monitoring

  • Responsible for the accuracy and veracity of data submitted by the health officer and supervisors collected from the CHVs
  • Ensure that data are summarized into field reports using data collected, providing relevant analysis and interpretation on morbidity trends taking into consideration contextual information
  • Review and complete relevant activity reports to include training, supervisory and site visit reports prior to submission to the field site coordinator and technical supervisor
  • Monitor and analyze data with the health program manager and his/her MEAL counterpart to flag possible data inconsistencies
  • Contribute in updating relevant reports with the information of activities associated with CHVs. These reports may include donor reports, monthly updates and ad hoc informational reports for other stakeholders including the GHO and MOPHP

Project Management

  • Maintain an updated monthly workplan, reflecting activities, deliverables, persons responsible and resources needed
  • Contribute to the maintenance of relevant program procurement plans on a monthly basis and review of the procurement tracking sheet
  • Provide feedback to the health program manager on requests or resources that may be delayed in delivery to ensure timely resolution
  • Provide regular feedback to his/her team on monthly program plans
  • Contribute to the conduct of relevant assessment of gaps, current context and resources within his/her area of responsibility


  • Serves as the main contact point between IMC and the community through his/her participation with relevant community-based meetings relevant to community health
  • Represents IMC Ibb/Taiz, in consultation with his/her health program manager during bilateral meetings with GHO/MOPHP or other relevant coordination mechanisms


  • Closely works with the health information officer and health program manager to submit procurement and HR request when appropriate and relevant
  • Coordinates with the fleet officer and other sector counterparts for his/her field trips to maximize the use of IMC vehicles
  • In consultation with his/her health program manager, coordinates with the GHO/MOPHP in the planning and conduct of activities relevant to CHVs which may include trainings, meetings and evaluations
  • Coordinate with other sector counterparts especially nutrition to ensure that community-based interventions such as CMAM reaches appropriate beneficiaries and adequate follow up through his/her team is conducted. 

HR Management

  • Ensure that the health officer and supervisors adhere to their job responsibilities and provide oversight to community health volunteers
  • In consultation with the health program manager, provide performance evaluation for his/her team members in a timely manner with plan for improvement, if appropriate
  • Ensure that his/her team have been oriented on the different mandatory IMC guidelines and policies
  • Ensures that his/her team adhere to IMC and donor guidelines and protocols including security and safety at all times

Other Duties

  • Actively promote Child Protection, PSEA (Prevention of Sexual Exploitation and Abuse) and Anti – Human Trafficking standards within International Medical Corps and amongst beneficiaries and colleagues
  • Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.
  • Adhere to current security and safety protocols of IMC Yemen
  • Any other duty deemed necessary for the fulfillment of program objectives as discussed with supervisor


Reporting to: Health Program Manager, Ibb/Taiz

directly supervise: Community Health Officer and Supervisors


  • Bachelor’s degree in health-related profession preferred – nurse, medical doctor, dentist, pharmacist, midwife, medical assistant, medical technologist. Teacher’s education maybe considered if the candidate has relevant experience working in community health
  • 5+ years of relevant work experience in health care setting
  • 4+ years of relevant experience in the field of community health
  • Work experience in health programs preferred
  • Previous experience working for an international NGO desirable but not essential
  • Strong organizational and communication skills
  • Able to travel to project sites on a regular basis required
  • Familiarity of the health care system in Ibb and Taiz  with previous work experience within the system desirable
  • Arabic and English-speaking skills essential
