 The Advisor (M & E) is responsible for:

  • advising the project manager, coordinator and the project team regarding M&E
  • set-up a M&E system based on GIZ standards including/integrating Third Party Monitoring
  • following-up on the implementation and quality assurance of the M&E concept and its methods and adapting it if required
  • alignment of the M&E system with the GIZ regulations/ expectations towards result based monitoring systems and capacity works
  • acting as a focal point and coordinator for Third Party Monitoring in the project
  • preparing and manage the collected data on activities, milestones and results (current status of results indicators) for the annual reporting and public relations on the project
  • supporting the advisors with the required monitoring activities (e.g. monitoring visits to the local subsidy project)
  • providing technical support to the project by dealing with questions and problems relating to M&E databases
  • preparing data for PR and communications purposes

  Main Tasks                                                            

The Advisor (M & E)

  • develops and implements the conflict-sensitive M&E concept of the program based on GIZ RBM and capacity works guidelines, using mixed methods (quantitative, qualitative, and other methodologies)
  • advises the project manager, project coordinator and all advisors on all kind of questions related to M&E including Third Party Monitoring, conflict-sensitivity, indicators, tools, process of data collection and evaluation, and reporting
  • develops, strengthens and supervises all processes related to monitoring, inspection and evaluation
  • assists in coordinating across the available components of the project to ensure effective implementation of M&E
  • collects, updates, prepares and aggregates all relevant data on activities and results of the project
  • follows-up the overall project progress based on the monitoring data and the defined indicators of the project
  • ensures that during a preparation for a single intervention adequate M&E measures are included and advises the advisors accordingly
  • defines needs for external expertise if required, including supporting in writing TOR for consultants, selecting experts and supervising them in cooperation with project coordinator and the advisors
  • reports to the project manager/project coordinator on a regular basis about current status of progress and results
  • reports based on collected data e.g. during monitoring visits to the project coordinator/ project manager as requested
  • supervises the work of local consultants/partners for the Third-Party Monitoring
  • participates in annual project reviews and planning workshops and assists the project team with the general project planning
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives regarding the M&E of the project, in coordination with project manager/project coordinator
  • monitors the sustainability of the project especially in regard to the short- and mid-term effects and impact of the project on the target groups/beneficiaries
  • suggests strategies to the project manager/project coordinator for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
  • conducts regular visits to project sites to carry out process monitoring as well as gathers feedback from the beneficiary community about the implemented projects and submit a detail report about the activities
  • contributes to the work of Third-Party Monitoring by providing relevant data and information in a written and oral format
  • organizes and provides capacity development for data collectors and evaluators on GIZ M&E system
  • manages a network of data collectors in the framework of Third-Party Monitoring and possible consultants for M&E
  • communicates and coordinates with the M&E advisors in other GIZ projects
  • designs, prepares and implements workshops, seminars and other events on issues related to M&E
  • prepares charts, presentations and written reports, booklets (e.g. success stories) about all relevant data of the project activities and results for internal and external communication
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures regarding M&E
  • prepares appropriate input for various reports including annual reports, and contributes to the other reports required by the project manager, project coordinator and the advisors
  • manages and updates databases and online tools related to M&E (e.g. GIZ “Webmonitor” tool)
  • identifies and document success stories and case studies of the project
  • performs other duties and tasks at the request of project manager/project coordinator

Required qualifications, competences and experience

  • University degree in an area related to the project objectives, with a focus on social sciences, development studies, conflict resolution, peace and coexistence, economic sciences and statistics,
  • 5-7 years’ professional experience, with at least 5 years professional experience in a comparable position
  • proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
  • experience with data quality assessments and oversight
  • experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • very good knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • experience in community-based activities – mobilization, planning, implementation, monitoring and evaluation of activities through participatory processes in a rural development setting
  • experience in organizing and facilitation of focus group discussion and conducting surveys
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet, and online tools) and computer applications (e.g. MS Office, ACESS database applications, other statistical programs)
  • good knowledge and working experience in the project regions (Sana’a, Ibb, Taiz, Aden and Hadhramout)
  • willingness to travel to the targeted areas regularly according to GIZ travel rules
  • willingness to travel abroad if requested
  • fluent written and oral knowledge of English and Arabic languages; German language would be an asset
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with project manager/project coordinator
  • ability to drive 4-Wheel vehicle with valid driving license is an asset.
