PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been present in Yemen since 2010, focusing its interventions include water, sanitation and hygiene; food security and nutrition; and livelihood support. With funding from USAID, UNOCHA, DFID. Mercy Corps also develops value chains within the agriculture sector. Strategies to enhance the resilience of communities to the harsh environmental and social conditions in the country cut across the portfolio. The country program works to pivot its programming in response to exacerbated humanitarian need following from the airstrikes on Yemen which began in March 2015.

GENERAL POSITION SUMMARY:

Working in the Finance Department under the direction of the Finance coordinator, the Finance Assistant will assist in the processing and recording of payment transactions in timely and accurate manner. 

ESSENTIAL JOB FUNCTIONS:

PROGRAM MANAGEMENT

  • Monitor petty cash and bank payment requests in daily bases and ensure the supporting documents and authorized approval.
  • Enter the payment data to the Field connection in Navigator. 
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
  • Maintain filing of monthly vouchers, Agreements, and month end closing documents.
    Follow up of the outstanding advances regularly.
  • Assist to Finance coordinator during the close up of the month and preparing all necessary documents to be sent to Aden.
  • Make sure that all supporting documentation is prepared and filed according to MC procedures.
  • Work closely with Finance coordinator on review of partner’s financial report and review all documents.
  • Assist the Finance coordinator in responding to audit inquiries.
  • Performance of work beyond normal office hours as required, without additional compensation.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
  • Prepare bank payment vouchers and ensure that all bank transactions are properly and fully documented.
  • Prepare monthly Bank reconciliations.
  • File and scan all cash and bank vouchers and maintain voucher filing system such that files are updated, complete and safeguarded.
  • Performance of work beyond normal office hours as required, without additional compensation.
  • Other duties as assigned.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.

REPORTS DIRECTLY TO: Finance Coordinator

WORKS DIRECTLY WITH: Finance team in the field, program staff, and operation staff

KNOWLEDGE AND EXPERIENCE:

  • Two or more years of bookkeeping, banking or cashiering experience.  
  • A degree in accounting or a relevant business field is desirable. 
  • Strong computer skills in MS Office programs, particularly Excel. 
  • Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail.
  • Excellent oral and written English skills.

Success Factors:

The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Finance Assistant must be willing to travel to Mercy Corps field offices and project sites.
