The Job

ZOA is a Netherlands based International NGO which offers RELIEF to people who are affected by conflict or natural disasters. ZOA wants to contribute to a new perspective of HOPE in which people work together for a promising future in dignity and mutual trust. Together with the affected communities, we work on their RECOVERY until they can take care of their livelihoods. ZOA has been operational in Yemen since 2012, mainly focusing on WASH and Food security & Livelihoods interventions in Sana’a, Hajjah, Hodeidah, Al Mahwit, Aden and Shabwa Governorates. ZOA Yemen is currently seeking for national qualified candidates for:

Liaison Officer – 1 position

The liaison officer is responsible to provide support to liaison department in obtaining subagreements, principal agreements and other permits needed for implementation of ZOA activities in Yemen through maintenance of effective relationships with government and other humanitarian stakeholders. As part of the operations team s/he plays a supporting role in the timely continuation of projects by supporting timely submission of all documents with the authorities, follow up on approvals and negotiation on behalf of ZOA Yemen. S/he reports to the liaison & security coordinator and coordinates internally with all departments to collect necessary documentation for submission. The liaison officer is an excellent communicator, negotiator and self motivator.

I.Tasks, responsibilities, results

The liaison officer takes pro-active actions towards effective relationships with various government and humanitarian stakeholders in order for program staff and the country office to implement projects within planned timeframes. As such, tasks include:

Reporting and administration

  • Prepare documentation for reports, travel permits, visas to be submitted to relevant authorities
  • Coordinate with the ZOA departments to get relevant information needed for approvals of subagreements, principal agreements, quarterly achievement reports and other documents required by the authorities
  • Prepare documentation for submission of subagreements and follow up the process at the relevant authorities from submission to issuing. Coordinate with the ZOA departments on comments and information needed to get the approvals from the authorities
  • Support the preparation of the annual report to be submitted to the authorities
  • Prepare the documents for extension of the principal agreement in collaboration with the manager of operations and the country director
  • Support in translation of official documents from Arabic to English and vice versa
  • Ensure proper hard and soft copy documentation of all processes and documents
  • Update OCHA tracker and internal trackers on weekly basis
  • Follow up the status of various permits and approvals at the relevant authorities
  • Ensure timely project reports are submitted and attend relevant meetings to introduce ZOA way of work

Networking and representation

  • Follow up on a daily basis the approval of submitted documents with the relevant authorities. Negotiate approvals and comments with the authorities and represent the programs and operation teams in negotiation process
  • Represent ZOA in the liaison working group. Participate in relevant humanitarian and governmental coordination meetings
  • Support senior staff in organising meetings with government officials and provide interpretation/ translation where needed. Support intaking minutes of the meetings.
  • Support the program team to liaise with relevant government counterparts on ZOA’s work and projects. Provide support in organising government and donor visits to project locations
  • Act as a focal point in communication between program staff and government focal points
  • Support organisation of meetings and consultation workshops with government counterparts if requested

Knowledge sharing and internal coordination

  • Inform Manager of operations and security and liaison coordinator on new governmental procedures to ensure smooth and timely implementation of projects
  • Coordinate with logistic, finance and program departments on travel and implementation requirements, timeframes and documentation needs
  • Report any challenges and incidences to liaison and security coordinator, advice on the way forward for quick decision making

  • Higher education in Social Sciences, Law, Political Sciences, International Studies or similar fields.
  • At least 3 years work experience in liaison fieldand at least 2 years of work experience with an International NGO or institution in Yemeni context
  • Knowledge and understanding of humanitarian, emergency relief assistance, protection of civilians, early recovery and development issues;
  • Computer literate
  • Fluent in Arabic and English

  • Excellent in Arabic and English languages verbal and written

Location: Sana’a

Start date: as soon as possible, contract until 31st of December 2021 with possibility for extension
